The National Assembly passed two breakthrough laws on Science, Technology, Innovation and Digital Technology Industry, creating an important legal corridor.
The Government and ministries and branches have promptly issued guiding documents, removing institutional obstacles, especially data centers that have been strongly deployed, connected and cleaned. In particular, the implementation of the National Public Service Portal to become the only "one digital gate" from July 1, 2025 is an important step forward.

According to the General Secretary, these results are the crystallization of the spirit of innovation, creativity, daring to think, daring to do, the desire to contribute, not afraid of difficulties and challenges.
Regarding the work in the coming time, General Secretary To Lam noted about the leadership and direction. In particular, heads of departments, ministries, branches and localities continue to improve their sense of responsibility, have high political determination, be determined, persistent, steadfast, and do what they can to strengthen the trust of the whole society, focus on directing work resolutely.
The General Secretary gave an example of the very important role of digital transformation in the context of the arrangement and organization of the two-level local government apparatus that has officially functioned. When there is no district-level organization, provincial leaders will directly manage the commune level.
Without technology and data governance, it is impossible to convey instructions, grasp the situation or operate in a timely manner, leading to the risk of congestion and failure to provide timely services to the people.
I want to make it very clear that digital transformation is the central nervous system, the vital bridge between the province and the commune in the new model. It must become a data brain to synthesize, analyze, and warn of the situation early, not allowing " low-level information" to occur. Without digital transformation, the two-level administrative model will not be able to operate effectively" - General Secretary To Lam emphasized.
Promoting core technology ownership through cooperation and purchase and sale
Regarding institutional improvement, General Secretary To Lam requested ministries and agencies to urgently develop documents, decrees, and circulars to guide the issued laws, ensuring completion at the same time as the law takes effect.
Regarding the development of science, technology and innovation, the General Secretary suggested that ministries, branches and localities focus on disseminating and implementing Plan No. 01 of the Steering Committee on strategic implementation actions.
In particular, the Standing Agency of the Steering Committee issued detailed instructions and proposed a plan to organize the implementation of Plan No. 01-KH/BCDTW. Report to the Steering Committee for consideration before July 15, 2025, clarifying the role and responsibility of each subject, detailing the implementation process, providing standard forms and monitoring and evaluation mechanisms through KPIs on the nq57.vn System.

The General Secretary also requested the Ministry of Science and Technology to preside over and coordinate with the Ministry of Education and Training to research and propose mechanisms to encourage the establishment of startups to deploy research products in research institutes and universities; design substantial connection programs between scientists and businesses to help commercialize science and technology products.
Regarding promoting core technology ownership through cooperation, sales and mergers, the General Secretary assigned the Ministry of Science and Technology to preside over and coordinate with the Ministry of Finance, the Ministry of Foreign Affairs and related large enterprises to establish an interdisciplinary working group.
The working group is responsible for supporting Vietnamese enterprises in searching, negotiating and acquiring foreign technology companies with important intellectual property and technology secrets to promote core technology ownership. Complete the establishment of the Working Group and issue operating regulations in August 2025.
