Capital Law 2024 was passed by the National Assembly on June 28, 2024, stipulating the use of surplus wage reform funds to implement additional income for officials, civil servants, and public employees.
Accordingly, Clause 3, Article 15 of the Capital Law 2024 clearly states that officials, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, political-social organizations, and public non-business units fully funded by the state budget under the management of Hanoi City are entitled to additional income based on their capacity and work efficiency.
At the same time, Point a, Clause 1, Article 35 of the Capital Law 2024 stipulates that the Hanoi City People's Council will decide to use the surplus wage reform funds after ensuring sufficient resources to implement wage reform for the entire budget stability period as prescribed by the competent authority and ensuring social policies, social security, and social welfare issued by the central government to implement additional income for officials, civil servants, and public employees as per the above regulations; the total expenditure does not exceed 0.8 times the basic salary fund of officials, civil servants, and public employees under the management of the City.
The decision to use the surplus wage reform funds of the City's budget and to allow lower-level budgets to use the surplus wage reform funds to invest in the development of socio-economic infrastructure under the expenditure tasks of local budget levels, implement additional income for officials, civil servants, and public employees under the management of the City as per the above regulations, and social policies, social security, and social welfare after ensuring sufficient resources to implement wage reform for the entire budget stability period.
Thus, the total additional income expenditure does not exceed 0.8 times the basic salary fund of officials, civil servants, and public employees under the management of Hanoi City.
In addition, the Capital Law 2024 also stipulates the attraction, utilization of talented individuals, and the development of high-quality human resources and policies for the development of high-quality human resources of the Capital.
On August 4, according to Lao Dong's research, currently, the Hanoi City People's Committee is assigning the City's Talent Incentive, Encouragement, and Training Fund to continue paying support costs for postgraduate training for officials, civil servants, and public employees who have been decided by the City People's Committee to be sent for training and decided to support postgraduate training costs.
Notably, the Department of Home Affairs is assigned to preside, coordinate with relevant agencies to review, advise on the construction, and amend legal documents on policies to attract, utilize talents, and develop high-quality human resources to submit to the City for issuance after the amended Capital Law takes effect from January 1, 2025.
