On the afternoon of August 3, right after landing at Dien Bien airport, Politburo member and Prime Minister Pham Minh Chinh and the Central working delegation traveled by helicopter to inspect and direct the work of overcoming the consequences of natural disasters in the communes of Tia Dinh, Na Son and Xa Dung. These are areas heavily affected by flash floods and landslides in Dien Bien province.
At the inspection points, Prime Minister Pham Minh Chinh visited, encouraged, presented gifts to affected people, and shared the losses with families whose relatives were unfortunately killed.

The Prime Minister also praised the sense of responsibility and the tireless efforts of the police, military, Party committees, and local authorities in supporting and helping people overcome natural disasters and stabilize their lives soon.
At the same time, the Prime Minister directed the urgent implementation of urgent solutions to overcome the consequences of floods. In particular, special emphasis is placed on ensuring traffic safety, health care, people's health care, restoring educational activities, and stabilizing housing for people in flooded areas.

The Prime Minister requested ministries and branches to closely coordinate with local authorities to speed up the progress of damage recovery, preventing people from going hungry, lacking medicine, lack of clean water and epidemics from breaking out after floods.
On the same morning, the Ministry of National Defense mobilized 3 more helicopters carrying 4 tons of relief goods, which are essential necessities and medical supplies to support people in flooded communes of Dien Bien province. Thus, in 2 consecutive days, there were 4 flights carrying 6 tons of relief goods for people in flooded areas in Dien Bien province.
According to the latest report of the People's Committee of Dien Bien province, due to the impact of heavy rain lasting from July 31 to 9:00 p.m. on August 2, the whole province had 10 deaths, 7 injuries, and more than 300 houses were swept away and damaged. The total damage is estimated at about 500 billion VND.

In particular, in Xa Dung commune, 7 deaths and 2 injuries were recorded due to flash floods and landslides. Tia Dinh commune had 3 deaths and 5 others were seriously injured. The victims were mainly women and children, living in remote areas.
On August 2, Deputy Prime Minister Ho Duc Phoc signed Decision No. 1653/QD-TTg of the Prime Minister to provide emergency financial support to Son La, Dien Bien and Nghe An provinces to overcome the consequences of floods.
The Prime Minister decided to support 250 billion VND from the central budget reserve in 2025 for 3 localities to initially overcome the consequences and stabilize people's lives after floods (including: Dien Bien 100 billion VND, Son La 50 billion VND, Nghe An 100 billion VND) as proposed by the Ministry of Finance in document No. 11803/BTC-NSNN dated August 2.
In recent days, floods and landslides in the North Central and Northern mountainous provinces have killed and left many people missing, houses, schools and maple blossoms were swept away and submerged in mud, affecting local production activities.
