On August 15, the Government Office announced that it had just issued Notice No. 427/TB-VPCP on the direction of Prime Minister Pham Minh Chinh at the inspection of a number of projects in Phu Tho province.
Regarding the new Phong Chau bridge project, the Prime Minister praised the strong direction of the Ministry of National Defense, the strong and responsible participation of the 12th Corps - Truong Son Construction Corporation and authorities at all levels of Phu Tho province, the Ministry of Construction, especially the working spirit of officers and workers at the construction site working through holidays, Tet, and holidays to ensure progress along with the quality of the project.
The head of the Government agreed with the proposed principle of the People's Committee of Phu Tho province on using the savings capital of the investment project to build the new Phong Chau bridge - QL32C to implement the project to expand the road connecting Phong Chau bridge to the regional connecting road.
The People's Committee of Phu Tho province will carry out investment procedures and implement the project to expand the road connecting Phong Chau bridge to the regional link road according to its authority, in accordance with legal regulations. The Ministry of Finance studies and guides implementation procedures.
The Ministry of Construction reviews and verifies the savings of the investment project to build the new Phong Chau bridge - QL32C to report to the Prime Minister and send to the Ministry of Finance.
On that basis, the Ministry of Finance was assigned to advise and report to competent authorities on the transfer of savings capital for the investment project to build the new Phong Chau bridge - QL32C from the Ministry of Construction to the People's Committee of Phu Tho province to invest in the project to expand the road connecting Phong Chau bridge to the regional connecting road, implemented according to current regulations.
The Prime Minister requested units to make efforts to close the new Phong Chau bridge on August 28, and complete it on schedule in early October 2025, making it easier for people to travel.
The Prime Minister affirmed: The Lao Cai - Hanoi - Hai Phong railway line, the 99 km long section passing through Phu Tho province, is expected to have more than 620 hectares of land to be reclaimed, more than 1,800 households to be relocated to serve the project; this is a strategic railway line in the economic corridor of Con Minh, Hanoi, Hai Phong to help connect with China, Central Asia and Europe.
The Prime Minister requested the People's Committee of Phu Tho province to urgently direct the development of a compensation and resettlement support plan for the entire route within the province, separate from the general project according to the instructions of the Ministries of Construction, Finance, Agriculture and Environment and fully prepare according to regulations to organize the groundbreaking ceremony of the resettlement area clearance project on August 19.
The People's Committee of Phu Tho province coordinates with relevant ministries, branches and units to review and develop plans for stations associated with logistics areas, dry ports, urban areas along the railway line and deploy connecting traffic routes to maximize the effectiveness of the project.
The Prime Minister agreed in principle with the proposal of the People's Committee of Phu Tho province on investing in the construction of a road connecting two expressways (Noi Bai - Lao Cai expressway and Hoa Binh - Son La expressway).
In particular, the Prime Minister assigned the Ministry of Construction to study, review and adjust the additional planning of the route connecting the two expressways in the third quarter of 2025.
Phu Tho Provincial People's Committee studies appropriate forms of investment (public investment, PPP investment).
