At the Conference to summarize the work in 2025 and deploy tasks for 2026 of the Agriculture and Environment sector, Prime Minister Pham Minh Chinh spoke and gave directions to the Conference.
The Prime Minister expressed his pleasure at the rapid and sustainable development of agriculture and environment; acknowledged, praised, and highly appreciated the efforts and results of the sector, contributing to the common achievements of the country.
In the 2021-2025 term and especially in 2025, the whole country in general and the agricultural and environmental sector in particular have faced many unexpected, unpredictable and unpredictable fluctuations such as the COVID-19 pandemic; supply chain breakdown, market shrinkage; US tariff policy; natural disasters.
However, with the spirit of "The Party has directed, the Government has agreed, the National Assembly agrees, the People and the business community support, the Fatherland expects, international friends help", the agricultural sector has achieved all set goals, with some goals exceeding.
Through the summary report and comments at the Conference, the Prime Minister summarized the achievements of the sector with "6 keyword phrases": (1) streamlined apparatus - (2) breakthrough institutions - (3) green transformation - digital - (4) "Tam nong" development - (5) resource depletion - (6) persistently overcoming difficulties.
Accordingly, the apparatus is streamlined with a reduction of 25/55 internal focal points (45.5%); a reduction of 30/80 non-business units (37.5%) and is actively consolidating the system of organizing the implementation of agricultural extension tasks in the locality.
Regarding breakthrough institutions, the Ministry has advised and submitted to the Government for promulgation 17 Decrees, 2 Resolutions; promulgated 66 Circulars. Especially at the 10th Session of the 15th National Assembly recently, the National Assembly passed 2 Laws and 1 very important Resolution related to the field of natural resources and environment and the Land Law, in order to release resources for development (Law amending and supplementing a number of articles of the Law on Geology and Minerals; Law amending and supplementing a number of articles of 15 laws in the field of agriculture and environment; Resolution stipulating a number of mechanisms and policies to remove difficulties and obstacles in the organization of the implementation of the Land Law).
The Ministry also actively promotes decentralization, delegation of power, and decentralization of authority in the operation of local government at 2 levels and simplifies administrative procedures, investment and business conditions (decentralization, delegation of power of 36 tasks and delegation of authority of 232 tasks; proposing to reduce and simplify 265/845 business conditions (31.3%) and 468/518 administrative procedures (90.3%)).
Regarding green - digital transformation, the Ministry, the agricultural sector and the environment actively promote the application of science and technology, innovation, and digital transformation; have implemented the 90-day campaign to enrich and clean up the national database on land, basically completing the database platforms of the agricultural sector, the national fisheries database...
Three agricultural sectors are developing with agriculture maintaining its growth momentum with a growth rate estimated at over 4%; exports continue to grow strongly with total export turnover of agricultural, forestry and fishery products estimated at over 70 billion USD, with a trade surplus of over 20 billion USD, an increase of 19% compared to the same period in 2024; there is a shift in thinking "agricultural production" to "agricultural economy";...
Regarding resource depletion, resource resources such as land, minerals, water resources... are managed, exploited and used effectively. The sector persistently overcomes difficulties in preventing, combating, and overcoming the consequences of "storm upon storm", "cold upon flood". In addition to advising on warnings and forecasting of natural disasters, the sector has advised on implementing regulation, operation, and ensuring dam safety.

Besides the achieved results, the Prime Minister basically agreed with the shortcomings, limitations, and causes that the conference pointed out; and emphasized 3 major challenges" being posed to the industry regarding climate change; adapting to the trend of green transformation, digital, circular; resource challenges (institutions, infrastructure, human resources, capital sources, governance, digitization).
At the same time, the Prime Minister emphasized a number of lessons learned: Closely following and implementing the Party's guidelines and policies, the State's policies and laws, the Government's direction and administration; coordinating well with ministries, branches, and localities; closely following the situation, responding to policies quickly, promptly, flexibly, appropriately, and effectively, especially in unusual situations.
2026 is the first year of implementing the Resolution of the 14th Party Congress and the 5-year socio-economic development plan 2026-2030, with the goal of double-digit economic growth, creating a foundation for realizing "2 strategic goals for 100 years", the Prime Minister affirmed that the mission of the agricultural and environmental sectors in contributing to rapid and sustainable national development and ensuring double-digit growth goals will become heavier, requiring stronger breakthrough development solutions and orientations, contributing to promoting growth, stabilizing the macroeconomy, controlling inflation, and ensuring major balances of the economy.
Agriculture is still a pillar, but it must be digitized, modernized, industrialized, apply science and technology, and innovate; develop ecological agriculture, modern rural areas, and civilized farmers," the Prime Minister emphasized.
The Prime Minister requested the sector to thoroughly grasp the implementation of key tasks and solutions of the sector according to the motto "6 groups of keywords": (1) Modern Governance; (2) Opening up Institutions; (3) Science for Development; (4) Prosperous Three-Farm Agriculture; (5) Sustainable Resources; (6) Safe Environment and implement 8 groups of tasks and solutions.
According to the Prime Minister, the mission that the Party, State, and People entrust to the agricultural and environmental sector in the new development phase of the country is very heavy but also very glorious and noble, requiring very high political determination, very great responsibility, and very drastic and effective actions.

The Prime Minister wishes and believes that, entering the new year 2026 with a new atmosphere, new motivation, and a new mindset, the agricultural and environmental sector will continue to promote the glorious tradition of the past 80 years, unite, unify, innovate thinking, strive to act, and be determined to bring the sector to reap many new achievements and new victories, to contribute to building a prosperous agriculture, a team of cadres with patriotism, bravery, aspirations, and knowledge, creating a new rural face, developing ecological agriculture, modern rural areas, civilized farmers, meeting the trust and expectation of the Party and State, and the expectations and belief of the People.
