The Politburo issued Regulation No. 365-QD/TW regulating the standards for the title of cadres under the management of the Party Central Committee, the Politburo, the Secretariat and the framework for the title of cadres in leadership and management at all levels.
Regulation No. 365-QD/TW has set out title standards for cadres under the management of the Central Government, including the title standards of the Deputy Prime Minister.
Accordingly, cadres holding the position of Deputy Prime Minister must fully meet the general standards of Politburo member, Secretariat member or Central Party Executive Committee member, and must meet the following standards:
Having the mindset, ability to synthesize, analyze, forecast the situation, capacity in strategic planning, ability to direct and promptly manage the handling of issues arising between sectors, inter-regions and the whole country; determination, decisiveness, determination, timeliness to decide on difficult and complicated issues related to the enforcement field. Having capacity, determination, and determination in leading and directing the application of science, technology, innovation, and digital transformation in the Government's activities.
Have extensive knowledge of state management in the fields of socio-economics, national defense, security, and foreign affairs of the country; have in-depth understanding of assigned fields. Have the ability to concretize the Party's guidelines and resolutions into State mechanisms, policies and laws and direct effective implementation. Be able to detect limitations and weaknesses in the field of responsibility and propose solutions to remove and overcome them.
Be an official member of the Party Central Committee for a full term, and at the same time experience and successfully complete tasks in key leadership positions at the provincial level or leaders of central departments, ministries, branches and organizations.
Special cases are decided by the Party Central Committee.
