On behalf of the Politburo, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu signed and promulgated Regulation No. 365-QD/TW in 2025 on standards for official titles under the management of the Party Central Committee, Politburo, Secretariat and the framework of standards for leadership and management official titles at all levels.
The regulation sets standards for key leadership positions of the Party and State.
In addition to ensuring full common standards of Politburo and Secretariat members, key leadership positions of the Party and State including General Secretary, President, Prime Minister, National Assembly Chairman, Standing Secretary of the Secretariat also have specific criteria on qualities and capabilities:
General Secretary:
- Typical, with high prestige in the Central Government, the Politburo, in the entire Party and the People; is the core of leadership, the center of unity, gathering and promoting the combined strength of the entire political system, of the entire Party, the entire people and the strength of the times to successfully implement the two strategic tasks of building and protecting the Fatherland, the goal of "rich people, strong country, democracy, fairness, civilization" in the new revolutionary period. Most typical of morality and intelligence of the entire Party.
- Have sharp political theory thinking. Have in-depth, broad, and comprehensive knowledge in the fields of politics, economy, culture, society, national defense, security, foreign affairs, Party building, state management... Have political bravery, sharp, innovative, breakthrough, and decisive thinking; have the ability to research, summarize practice, develop theory, and strategic orientation; be calm and wise in the face of difficult and complex issues related to the destiny of the Party, the nation, and the nation.
- Have the capacity to lead and operate the Party Central Committee, Politburo, and Secretariat; have the capacity to lead the construction of a contingent of strategic-level cadres, especially successors and key cadres.
- Has experienced and completed well the tasks in the position of secretary of the provincial party committee, city party committee or head of the central committee, ministry, and sector; participated in the Politburo for a full term or more.
- Special cases are decided by the Party Central Committee.
President:
- Has high prestige, is the center of solidarity in the Central Government, the Politburo, in the entire Party and the People.
- Have outstanding and comprehensive capacity in all aspects of work, especially in the fields of internal affairs, foreign affairs, security, and national defense; have in-depth and broad understanding of judicial work. Be a center of solidarity between social forces and ethnic communities at home and abroad. Be decisive in leadership and administration according to assigned functions, tasks, and powers.
- Has experienced and completed well the tasks in the position of secretary of the provincial party committee, city party committee or head of the central committee, ministry, and sector; participated in the Politburo for a full term or more.
- Special cases are decided by the Party Central Committee.
Prime Minister:
- Has high prestige, is the center of solidarity in the Central Government, the Politburo, in the entire Party and the People.
- Have outstanding comprehensive capacity in all fields, especially in strategic planning for socio-economic development, national defense, security; sensitive, dynamic, decisive, and drastic thinking, promptly deciding difficult and complex issues related to the field of law enforcement. Deep and broad understanding of national administration, the country's socio-economy; world economy, politics and international integration. Have comprehensive capacity in organizing, managing, directing, and operating state administrative agencies and the political system.
- Be capable of concretizing and effectively organizing the implementation of the Party's guidelines, policies, and State laws on socio-economic development, national defense, security, and foreign affairs.
- Has experienced and completed well the tasks in the position of secretary of the provincial party committee, city party committee or head of the central committee, ministry, and sector; participated in the Politburo for a full term or more.
- Special cases are decided by the Party Central Committee.
National Assembly Chairman:
- Having high prestige, being the center of solidarity in the Central Government, the Politburo, in the entire Party, in the National Assembly and the People. Decisive in leadership and administration according to assigned functions, tasks, and powers.
- Have outstanding and comprehensive capacity in all fields of work, especially in planning socio-economic development strategies, national defense and security and in directing the institutionalization of the Party's guidelines, policies, and resolutions on building laws, supervising law enforcement and deciding on important issues of the country; ensuring democracy, fairness, publicity, transparency, representing the will and aspirations of all classes of people and ensuring all state power belongs to the People.
- Deeply understand the legal system of Vietnam, international law and practices. Have the capacity to manage the quality and effectiveness of the activities of the National Assembly and the National Assembly Standing Committee.
- Has experienced and completed well the tasks in the position of secretary of the provincial party committee, city party committee or head of the central committee, ministry, and sector; participated in the Politburo for a full term or more.
- Special cases are decided by the Party Central Committee.
Standing Secretary of the Secretariat
- Has high prestige, is the center of solidarity in the Central Government, the Politburo, the Secretariat and throughout the Party.
- Have sharp political theory thinking. Have in-depth knowledge and understanding in the fields of politics, economy, culture, society, national defense, security, foreign affairs... rich experience in Party building and political system building. Be politically sensitive, decisive in management and have the ability to harmoniously and effectively coordinate the operation of advisory and assisting agencies of the Party Central Committee, the Fatherland Front and socio-political organizations.
- Has experienced and completed well the tasks in the position of secretary of the provincial party committee, city party committee or head of the central committee, ministry, and sector; participated in the Politburo for a full term or more.
- Special cases are decided by the Party Central Committee.
