According to the draft Decree regulating the standards for titles, positions of civil servants, leaders and managers of state administrative agencies, the Ministry of Home Affairs proposes to add subjects of application in public service units.
Based on the list of title positions, groups of titles, and leadership positions in Regulation No. 368-QD/TW, based on the position allowance coefficient, management level... the draft decree stipulates 8 groups of subjects applicable in public service units, including:
First, the head and deputy heads of agencies under the Government.
Second, the head and deputy head of the head of public service units under agencies under the Government.
Third, Director of Hanoi National University, Director of Ho Chi Minh City National University.
Fourth, the head and deputy heads of public service units under the Ministry.
Fifth, the head and deputy heads of public service units under the Provincial People's Committee.
Sixth, the head and deputy head of the head of public service units under the Department.
Seventh, the head and deputy head of the head of the public service units under the Department.
Eighth, the head and deputy head of the head of the public service units under the People's Committee at the commune level.
The draft does not specifically stipulate the standards for heads of agencies under the Government, Directors of Hanoi National University, and Directors of Ho Chi Minh City National University, but is to be implemented according to the regulations of competent authorities (managed by the Secretariat).
Regarding the standards for deputy heads of agencies under the Government, Hanoi National University, Ho Chi Minh City National University and the titles and positions of management officials under affiliated public service units, the provisions of this draft decree and specific regulations of competent authorities according to the decentralization of cadre management are implemented.
The standards for titles and positions of civil servants managing public service units under provincial People's Committees, departments, branches under the Department and commune People's Committees shall be implemented according to the provisions of this draft and specific regulations of competent authorities according to the decentralization of cadre management.
