Streamlining the apparatus is not a " subjective will of the individual"
The old administrative apparatus once had certain advantages, but in the context of innovation and integration today, this model revealed many shortcomings such as bulky, many intermediate layers, causing delays, lack of transparency and ineffectiveness.
practice requires the necessity to streamline the apparatus of the political system and the organization of two-level government to reform and modernize the public administration. This is a major policy that has been clearly identified by the Party and State, notably through Resolution 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee. The National Assembly and the Government have issued many projects, resolutions, amendments to laws and the Constitution to create a legal corridor for the new apparatus to operate effectively.
From July 1, 2025, the two-level local government model will officially come into operation smoothly. In practice, this model helps reduce overlap and duplication, streamline administrative procedures, increase responsibility and public service efficiency. The slightly streamlined apparatus also saves the budget, bringing the government closer to the people, improving the ability to respond and serve the people. The streamlined and flexible apparatus also helps Vietnam quickly adapt to the process of integration, digital transformation and improving national competitiveness. Thus, it can be affirmed that this is an inevitable requirement of national development, not a "subjective will of the individual" or "a group of people".
Reducing waste - one of the top requirements
One of the top requirements that our Party sets for the task of reforming, streamlining the political system, and implementing the two-level local government model is that in implementation, there needs to be a roadmap and steps to ensure democracy and suitability to the characteristics of each locality to avoid disruption and ensure long-term efficiency, minimize waste and optimize resource efficiency.
Accordingly, the process of arranging, streamlining the apparatus must go hand in hand with eliminating wasteful activities and ineffective use of public resources and assets. In fact, agencies, units and localities have thoroughly grasped and strictly implemented this spirit.
After the merger, the number of provinces and cities nationwide decreased from 63 to 34; decreased by more than 260 agencies and units under provincial Party committees; dissolved 694 districts and more than 4,160 agencies and units under district Party committees; the number of commune-level administrative units decreased from 10,035 to about 3,320... It is estimated that when merging and reorganizing administrative units and building a 2-level local government organization model, it can save about 262,500 billion VND per year, mainly from staff reduction, regular spending reduction, and reduced investment in infrastructure and administrative apparatus...
Of course, the process of streamlining and reorganizing the apparatus of the political system should not have avoided certain impacts and impacts on the socio-economic situation, especially the funding source for retired cadres, civil servants and public employees subject to streamlining and reorganization of the apparatus.
Regarding this issue, the Government has issued Decree 178 regulating policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system. There is no such thing as the revolution of streamlining the apparatus in Vietnam causing "huge budget losses" as the distorted luan of hostile forces.
Streamlining the apparatus does not mean "concentrating power, dominating politics...".
One of the major requirements that our Party sets is to streamline the State apparatus, not simply reducing the number of organizations, but also requiring improvement of operational efficiency and efficiency.
Streamlining the apparatus and organizing two-level governments brings many benefits, especially in administrative management. Reducing staffing and cutting intermediaries helps eliminate overlap, simplify procedures, improve work handling efficiency, create transparency and convenience for people and businesses. The streamlined apparatus also contributes to improving management efficiency, creating a favorable environment to attract investment, and promoting socio-economic development.
Along with that, the merger of administrative boundaries will help expand development space, create conditions for planning, effectively exploiting resources, promote socio-economic development, and create conditions to improve people's lives. In particular, this is also an opportunity for Vietnam to screen and remove from work those who do not have the qualities, abilities, and prestige, and improve the quality of the staff and civil servants to meet new requirements.
Thus, it is clear that streamlining the State apparatus does not mean "concentrating power" or "polity-ining Personnel".
The propaganda against sabotage believes that the policy of streamlining the apparatus to "concentrate power, dominate politics and personnel" is a distortation and fabrication of hostile forces to internal division, causing panic and social instability. Each citizen needs to be alert, clearly identify the nature of the problem, and not be taken advantage of or incited. At the same time, proactively fight against false information, contributing to building a streamlined and efficient apparatus, bringing the country to sustainable and prosperous development.
