On August 7, the Ministry of National Defense's Electronic Information Portal reported that Senior Lieutenant General Le Huy Vinh - Member of the Party Central Committee, Deputy Minister of National Defense, Deputy Head of the Standing Committee of the Ministry of National Defense's Steering Committee on science, technology, innovation, digital transformation, implementation of Project 06 and administrative reform - chaired a conference to report on the implementation of sending and receiving electronic documents with the matehold "Secret" on the military data transmission network.
Implementing the Decision of the Minister of National Defense approving the Plan to deploy the sending and receipt of confidential electronic documents as "Cards" on the military data transmission network, up to now, the implementation has achieved many important results.
According to the plan, the implementation is divided into three phases, with the goal of completing the entire army before December 31, 2025. By July 1, 2025, 66/66 agencies and units at level 1 under the Ministry of National Defense and 235 agencies and units at level 2 and 3 had sent and received the document "Secret".

As of July 31, 2025, the rate of sending and receiving "C business" documents in the Ministry of National Defense reached 45.51%. The Department of Elements (Ministry of General Staff) has handed over USB Token to 836 agencies and units, of which 460 units have completed implementation. In terms of infrastructure, the military data transmission network has been deployed to 2,349/3,154 units at all levels, reaching 74.5%.
To continue to effectively and substantially implement the sending and receipt of "C business documents" on the military data transmission network, Senior Lieutenant General Le Huy Vinh requested the 86 Command and relevant agencies and units to strictly implement regulations on ensuring information security; coordinate the review and assurance of information technology equipment with sufficient cau hinh and quantity as required;
Speed up the progress of distributing and installing cryptographic products, prioritizing units far away, without a core force; complete the military data transmission network infrastructure, ensure network speed to meet the requirements of sending and receiving "Crypt" documents.
Focus resources on upgrading and optimizing the Document Management and Operation System; research on integrating cryptographic security solutions into computers produced by Viettel.
The Ministry of National Defense Office is assigned to coordinate to expand the implementation of sending and receiving "C business documents" to agencies and units at all levels with military data transmission networks; complete the "C business documents" document submission in September 2025; at the same time, coordinate to perfect the Document Management and Operation System, organize training and coaching to improve the skills of using information technology for staff and clerical staff.
