Comrade Tran Duc Luong, born on May 5, 1937; hometown: Pho Khanh commune, Duc Pho district (now Duc Pho town), Quang Ngai province. Permanent residence at 298, Van Phuc Street, Lieu Giai Ward, Ba Dinh District, Hanoi City. Participated in the February Revolution in 1955; joined the Communist Party of Vietnam on December 19, 1959.

February 1955 to September 55: He gathered in the North to study elementary geological engineering at the Ministry of Industry and Trade.
October 1955 to August59: Comrade worked as a technical staff member in the Teams and teams for geological exploration and search; studied for 8 months of Geological Intermediate Volunteer.
September59 to March 1964: Comrade became Captain of Geological Team 4, Geological Team 20, Secretary of the Party Cell of Geological Team 4, Executive Committee member of the Labor Youth Union, Department of Geology, Party Cell Member.
April 1964 to August 66: Comrade was Deputy Technical Group Secretary of the Geological Group; Party Cell Secretary, Party Cell Member.
September66 to January 1970: Comrade is a student, Head of the exploration class (K11) of the University of Mining and Geology; Member of the school's Party Committee, Secretary of the School Youth Union (1969).
February 1970 to August 1975: Comrade Deputy Director of the Department of Geological Mapping; Party Committee member, Standing Committee member of the Party Committee of the Department of Geological Mapping.
September 1975 to September 77: studied at Nguyen Ai Quoc Central School; worked as a Party Cell Secretary.
In August 1977 to July 1979: Comrade Deputy Head of the Federation, Acting Commander of the Geological Map Federation, General Department of Geology; Secretary of the Federation Party Committee, Member of the Executive Committee of Trade Union General Department of Geology; Member of the Executive Committee of Vietnam General Union.
In August 1979 to January 1987: Comrade as the Director General of the General Department of Geology, Secretary of the General Department of Party Committee; 4 -month economic management class at the Soviet National Economic Academy (1981). Delegates of the Seventh National Assembly, Vice Chairman, Chairman of the National Assembly's Committee for Science and Technology; Vice Chairman of the Central Committee of Vietnam - Soviet Friendship Association.
At the 5th National Congress of the Party (March 1982), he was elected as an alternate member of the Party Central Committee. At the 6th National Congress of the Party (December 1986), he was elected as a member of the Party Central Committee.
February 1987 to August 1992: He was Vice Chairman of the Council of Ministers; National Assembly delegate of the 8th tenure; Permanent representative of the Socialist Republic of Vietnam at the Economic Assistance Council (SEV). At the 7th National Congress of the Party (June 1991), he continued to be elected as a member of the Party Central Committee.
From September 1992 to August 1997: He was Deputy Prime Minister of the Socialist Republic of Vietnam. At the 8th National Congress of the Party, he was elected to the Party Central Committee and elected by the Party Central Committee to the Politburo (June 1996).
In August 1997 to November 2007: Comrade as President of the Socialist Republic of Vietnam, Chairman of the National Defense and Security Council (September 1997); Standing member of the Politburo (January 1998). At the Ninth National Congress of the Party, he continued to be elected to the Party Central Committee, elected by the Party Central Committee to the Politburo (April 4, 2001).
He was Member of the Party Central Committee of the V, Vi, VII, VIII, IX courses; Member of Politburo Session VIII, IX; Standing Member of the Politburo Session VIII; Vice Chairman of the Council of Ministers from February 1987 to September 1992; Deputy Prime Minister from October 1992 to August 1997; President of the Socialist Republic of Vietnam, Chairman of the National Defense and Security Council of Session X, Session XI; National Assembly deputies of the seventh, VIII, X and XI courses.
He was given a pension by the Party and State under the regime from January 1, 2008.
For his outstanding contributions to the revolutionary cause of the Party and the nation, he was awarded the Gold Star Medal, the 65-year Party membership badge and many other noble medals, medals, awards and titles by the Party and the State.
