According to the plan, Ho Chi Minh City will conduct a comprehensive assessment and review of the team of cadres, civil servants, public employees and workers in agencies and units.
Agencies and units must develop a Project to reorganize the apparatus and a plan to restructure the personnel team in accordance with the direction and orientation of the Central Government, the City Party Committee and the People's Committee of Ho Chi Minh City.
The goal is to reduce at least 20% of the number of civil servants and public employees receiving salaries from the budget within 5 years, equivalent to a reduction of 4% per year.
The assessment and classification must be carried out accurately, seriously, objectively, publicly, transparently and based on criteria suitable for each industry and field. Absolutely do not let the situation ofwalking, equalize, injustice, or policy profiteering happen.
The head of the agency is responsible for coordinating with the Party Committee at the same level to issue assessment criteria and is fully responsible for the results of reviewing, classifying, and selecting personnel.
Ho Chi Minh City emphasizes the principle of promoting people with outstanding abilities and qualities, while resolving resignation in a humane, scientific and correct manner for cases that are no longer suitable after the arrangement. The consideration of voluntary resignation wishes will also be carefully considered, ensuring the right subjects and procedures.
The assessment results must honestly reflect the capacity and work results of each individual, and be the basis for the reassignment of personnel suitable for the job position.
The city requires the development of a specific job position project to clearly identify the number and structure of civil servants and public employees needed for each agency and unit after the arrangement, ensuring that there is no local surplus or shortage.
For cases that have not been arranged suitable work positions, the list will be sent to the Department of Home Affairs for research and recommendation to other units with recruitment needs, prioritizing the use of available human resources.
Ho Chi Minh City also expands the mobilization and reassignment of cadres between agencies, units and localities depending on staffing targets and actual needs.
In particular, Ho Chi Minh City encourages the reception of cadres with capacity, experience, and professional qualifications, who are young and have the desire to continue working long-term in the public sector.
If necessary, it will study transferring redundant civil servants to work in public service units, especially in leadership positions, general expertise, support - service positions.
The biggest goal of the plan is to maintain and improve the operational efficiency of the administrative apparatus after the reorganization; ensure good state management, serve people and businesses more effectively, through innovation and improving the quality of the staff, civil servants and public employees.
