The Ministry of Home Affairs has just issued Circular 22/2025/TT-BNV promulgating internal rules and regulations for civil servant recruitment and selection exams, effective from December 10, 2025.
This Circular abolishes the regulations applied to civil servants in the recruitment and promotion of civil servants in the Internal Regulations and Regulations issued together with Circular No. 001/2025/TT-BNV dated March 17, 2025 of the Minister of Home Affairs promulgating the Internal Regulations and Regulations on recruitment, promotion and consideration of civil servants and public employees.
According to the regulations on entrance exams and civil service recruitment issued with Circular 22, there will be 4 forms of handling for candidates who violate the rules and regulations of the exam, including: Reprimand; warning; suspension of exams; cancellation of exam results.
Candidates are subject to reprimand for not entering the correct position after being reminded for the first time; Talking to other candidates and being reminded for the first time but not complying or still re-offending.
The regulations also state the application of a warning to candidates who violate when they have been handled with a reprimand and re-offend.
At the same time, this person also exchanged theses or harp papers with other candidates; let other candidates copy the test or copy the test of another candidate; bring to the exam room documents and papers that do not comply with the requirements of the exam...
The regulations also state the application of the form of suspension of exams for candidates who violate one of the following cases:
(1) Having been handled with a warning but re-offending.
(2) Use in the exam room: Documents and materials not required by the exam; mobile phones, recorders, cameras, computers, technical means of receiving, transmitting information, data Backup means, other storage and information transmission equipment, except for other regulations;
(3) Causing unsafety and disorder affecting the exam room.
Candidates who are suspended from taking any exam will have their exam results canceled and will not be allowed to continue taking the next exams (if any).
