The Ministry of Home Affairs talks about the monthly citizen reception allowance regime for civil servants

After the merger, civil servants questioned the monthly allowance for citizen reception work, the Ministry of Home Affairs responded to this issue.

Ms. Pham Thi Minh (character's name has been changed), currently working at the People's Committee at the commune level, in the position of receiving citizens, sent greetings to the Ministry's agencies.

Before July 1, 2025, Ms. Minh worked at the district-level People's Committee and received monthly allowances for citizen reception work. Currently, she wants to know whether she can continue to receive the allowance for 6 months from her time working at the district level or not.

She also requested the Ministry of Home Affairs to provide specific information, if they are entitled to the regime, it will be based on which legal document is regulated.

Regarding her reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.

Pursuant to Resolution No. 76/2025/QH15 of the National Assembly Standing Committee on the arrangement of administrative units in 2025 and at Points 1.1.4 and 1.24, Clause 1, Section V of Decision No. 759/QD-TTg dated April 14, 2025 of the Prime Minister on approving the project to arrange and reorganize administrative units at all levels and build a model for organizing local government at both levels, the Steering Committee for implementing the arrangement and reorganization of administrative units at all levels and building a model for organizing local government at both levels of the Government has issued official dispatches: No. 03/CV-BCD dated April 15, 2025, No. 11/CV-BCD dated June 4, 2025 and No. 16/CV-BCD dated August 9, 2025 guiding the implementation ( Preservation or continued allowances) for cadres and civil servants when implementing the arrangement of local government at both levels from July 1, 2025.

The organization and implementation of policies for cadres, civil servants and public employees in Hung Yen province (formerly Thai Binh province) is under the authority of the Chairman of the Provincial People's Committee.

Therefore, the Ministry of Home Affairs recommends that you contact the agency managing cadres, civil servants and public employees of Hung Yen province (Department of Home Affairs) for answers.
