The Government has issued Decree No. 129/2025 regulating the division of authority of local authorities at both levels in the field of state management of the Ministry of Home Affairs, effective from July 1.
Decree 129/2025 stipulates the division of tasks and powers of local authorities at 2 levels (provincial and commune levels) when handling 75 procedures in the field of state management of the Ministry of Home Affairs; order and procedures for performing tasks and powers of local authorities at provincial and commune levels.
In Decree No. 129, the Government clearly stipulates the division of authority when organizing a two-level local government in the field of meritorious people.
Notably, Article 7 of this Decree clearly states the regulations on reissuance and revocation of the Certificate of "Fatherland's gratitude".
Accordingly, the reissuance of the Certificate of "Fatherland's Merit" prescribed in Point b, Clause 2, Article 24 of Decree No. 131/2021 is implemented as follows: The People's Committee at the commune level is responsible for confirming the declaration, synthesizing, making a list and submitting it to the Department of Home Affairs where the martyrs' records are managed according to regulations.
The revocation of the "Fatherland's Merit Certificate" prescribed in Point d, Clause 2, Article 25 of Decree No. 131/2021 shall be implemented as follows: The People's Committee at the commune level shall, within 5 working days, be responsible for notifying the representative of the martyr's relatives or the person receiving the martyr worship allowance, carry out the revocation of the "Fatherland's Merit Certificate", transfer the "Fatherland's Merit Certificate" to the Department of Home Affairs for storage of records according to regulations.
Previously, this process was carried out at the district level or the Department of Labor, War Invalids and Social Affairs (according to Decree 131/2021).
