One of the notable contents in the draft Decree regulating the exemplary Working Regulations of Commune People's Committees proposed by the Ministry of Home Affairs is the regulation of the coordination relationship of Commune People's Committees.
Accordingly, the People's Committee at the commune level must maintain regular contact and be led and directed by the People's Committee at the provincial level; by the Party Committee, the Standing Committee of the Party Committee at the commune level and the People's Council at the commune level.
Commune-level People's Committees are subject to the leadership and direction of Commune-level Party Committees in performing political tasks in the locality; maintain regular contact with agencies of Commune-level Party Committees in their work.
Closely coordinate with provincial departments, branches and sectors in relevant sectors and fields at the commune level; conduct periodic reports or when required.
Notably, the People's Committee of the commune must coordinate, guide, and inspect the activities of affiliated public service units, agencies, organizations, and enterprises located in the area and maintain regular working relationships with villages and residential groups in implementing the Party's guidelines and policies, State laws, resolutions of the People's Council, and decisions of the People's Committee.
Closely coordinate and regularly discuss with the Standing Committee of the People's Council at the commune level in preparing the program and working content of the meeting of the People's Council at the commune level; meeting of the Standing Committee of the People's Council at the commune level; reports and draft Resolutions submitted to the People's Council; resolve issues arising during the implementation of the Resolution of the People's Council at the commune level;
Study and resolve recommendations of People's Councils, Committees, Delegation Groups and People's Council delegates at the commune level according to their authority; answer questions from People's Council delegates.
Closely coordinate with the Vietnam Fatherland Front Committee and socio-political organizations at the same level to care for and protect the legitimate rights and interests of the people; propagate, educate and mobilize the people.
The People's Committees at the commune level and members of the People's Committees at the commune level are responsible for resolving and responding to the recommendations of the Vietnam Fatherland Front Committee and socio-political organizations at the commune level.
Coordinate and exchange information with the People's Procuracy and People's Courts at the commune level in the fight against crime, violations of the Constitution and law, maintaining discipline, administrative discipline, propaganda and education on the law; implementing socio-economic goals and policies of the Party and State.
Coordinate and create conditions for businesses, organizations, business establishments and individuals in the area to have a favorable, safe and fair investment and business environment, creating conditions to promote socio-economic development. In cases beyond the authority, report to competent authorities for consideration and decision.
