The Ministry of Justice has just announced documents for the meeting to appraise the draft Decree regulating the Exemplary Working Regulations of the People's Committees at the provincial and commune levels. The draft Decree was drafted by the Ministry of Home Affairs.
The Ministry of Home Affairs said that the implementation in the short time has shown that the Commune People's Committee apparatus has shifted from the mindset of "ad administrative management" to "serving government", solving work more quickly, reducing time and costs for people and businesses.
At the same time, the application of information technology and digital transformation in many localities has brought practical results: Online meetings, processing electronic records, signing on mobile devices, public online public services... have become increasingly popular.
Therefore, the promulgation of the Decree regulating the exemplary Working Regulations of the People's Committees at the commune level is an objective requirement, aiming to create a unified legal corridor, overcome the shortcomings of the old regulations, ensure that the People's Committees at the commune level operate professionally, transparently and modernly, meeting the requirements of the new development stage.
In the draft Decree, the Ministry of Home Affairs assigned Article 9 to stipulate the responsibilities and scope of handling work of civil servants and Village Heads and Heads of Residential Groups.
Civil servants are responsible for performing professional tasks according to their assignments; being responsible to the People's Committees at the commune level, the Chairman of the People's Committees at the commune level and the heads of agencies and units for the results of their tasks; regularly working and handling work in the electronic environment, except in cases where the work is on the list of state secrets; complying with internal procedures, electronic processes and regulations on information security.
Village heads and heads of residential groups are responsible for coordinating and supporting the Chairman of the People's Committee at the commune level in organizing the activities of villages and residential groups; organizing the implementation of work tasks in the area;
Propaganda, guidance, and support for people to carry out administrative procedures online, using the VNeID application and other digital platforms of the government;
Participate in the activities of the Community Digital Technology Group to support the People; regularly report the work situation to the People's Committees at the commune level or the responsible agencies and units; promptly propose to resolve petitions of citizens and organizations in the area.
