The Ministry of Home Affairs has just issued Circular 22/2025/TT-BNV promulgating internal rules and regulations for civil servant recruitment and selection exams, effective from December 10, 2025.
This Circular abolishes the regulations applied to civil servants in the recruitment and promotion of civil servants in the Internal Regulations and Regulations issued together with Circular No. 001/2025/TT-BNV dated March 17, 2025 of the Minister of Home Affairs promulgating the Internal Regulations and Regulations on recruitment, promotion and consideration of civil servants and public employees.
According to the regulations on entrance exams and civil service recruitment issued with Circular 22/2025, there will be 4 forms of handling for candidates who violate the regulations and rules of the exam, including: Reprimand; warning; suspension of the exam; cancellation of exam results.
Accordingly, the form of canceling exam results will be applied to candidates who violate one of the following cases:
First, write and draw content that is not related to the content of the exam on your or other candidate's exam paper.
Second, there is one of the following acts: Breaking up work assignments, doing household chores for other candidates, letting other candidates do household chores, taking home exams.
Third, the exam is suspended according to the provisions of Clause 4 of this Article.
Regarding the handling procedure, the Ministry of Home Affairs said that the competent person made a record of the contestant's violation in the exam room. The recorder and the violating candidate must both sign the record. The minutes were publicly announced at the exam room.
In case the violating candidate does not sign the violation record, the person who made the record invites the two candidates to sit closest to the candidate with the violation and sign to confirm the incident.
In case one of the two candidates or both candidates are invited to sign to confirm the event without signing a record, the record will still be made and publicly announced at the exam room.
The Chairman of the Examination Council reports to the head of the competent agency or unit organizing the recruitment of civil servants before deciding to cancel the exam results of the candidate.
