Major General Le Ngoc Hai praised the outstanding results of the City Military Party Committee in the 2020 - 2025 term, and at the same time proposed that, based on the general direction, 12 main targets, 3 breakthroughs and 3 groups of tasks and solutions mentioned in the political report.

Major General Le Ngoc Hai emphasized the need to focus on building the city's armed forces "streamlined, compact, strong", operating effectively, efficiently, and efficiently; improving the quality of policy making, complying with the law, discipline, and ensuring safety in all activities of the city's armed forces; paying attention to ensuring good policies and regimes, material and spiritual life for officers and soldiers.
