Attending and directing the Congress was Mr. Tran Luu Quang - Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee.
In addition, there were leaders of central ministries and branches, leaders of the Provincial Party Committee, People's Committee of Lao Cai province and more than 170 official delegates, representing 2,200 party members representing 66 departments and grassroots party committees under the Commune Party Committee attending.

Speaking at the Congress, Mr. Tran Luu Quang - Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee emphasized that Yen Binh is a new commune, new in administrative organization, new in development model. But it is not new to the tradition of solidarity, the spirit of daring to think and daring to do of the cadres and people here.
Last year, despite many difficulties, Yen Binh commune (based on the merger of Tan Huong, Dai Dong, Thinh Hung communes and Yen Binh town) still maintained a fairly steady development pace, stable economic growth rate, the poverty rate decreased sharply to below 4%...
In particular, this is a locality where 100% of villages meet new rural standards. In which, many villages meet model standards. Socio-economic infrastructure is invested more synchronously, transportation, lighting, cultural works, markets, schools... contribute to significantly changing the face of rural and urban areas.
Mr. Tran Luu Quang emphasized: "Yen Binh was chosen as the Commune-level Congress - this is not only an honor but also a responsibility. The Congress must be a model of document quality, democratic spirit, discipline in management and especially the influence and inspiration from what can be done".

The Secretary of the Party Central Committee suggested that immediately after this Congress, Yen Binh needs to correctly identify the advantages and challenges in the new context. Clearly see what you have and what you are lacking. From there, do it correctly and effectively to help the locality go in the right direction, develop further.
"Although the commune is new, the foundation is there. The problem now is breakthrough, sustainable and harmonious development," said the Secretary of the Party Central Committee.

In addition, it is necessary to accelerate digital transformation and modernize commune governance because digital transformation is mandatory. Not because who forced it, but because if it was not done, it would be a waste. The Central Party Secretary suggested that Yen Binh commune boldly implement the model of "digital government - digital economy - digital society" from the commune level.
This is not a slogan but must be realized through specific steps: digitizing the public service process, popularizing digital skills for the community ( "digital education in the digital world", promoting cashless payments, online public services and public and transparent data management.

The model of "smart society - serving government" needs to be realized by being close to the people, close to the people, and best serving the people. Not saying it for the faint - Our Party Committee must discuss ways, must do it, must do it for the real through technology.
