The Deputy Prime Minister requested to improve the capacity and qualifications of the contingent of cadres and civil servants, ensuring the effective and smooth operation of the local government at 2 levels.

The Government Office has just issued Notice No. 153/TB-VPCP dated March 26, 2026, concluding the work trip of Deputy Prime Minister Ho Quoc Dung to Dak Lak province.

The Deputy Prime Minister requested Dak Lak province to ensure progress, quality, and safety; not to let losses, waste, or negativity occur; complete the construction and put schools that started construction in 2025 into operation before the 2026-2027 school year; the inter-level boarding school for primary and secondary school in Ea Bung commune started construction in 2026 and will be put into operation before August 30, 2027.

Right now, Dak Lak province proactively reviews and arranges sufficient teaching staff for schools, builds organizational and operational models, specific mechanisms and policies, and considers and allocates resources promptly and appropriately, ensuring that schools operate fully and promote efficiency after completion of construction.

The Ministry of Education and Training shall preside over and coordinate with the Ministry of Finance and relevant agencies to summarize proposals and recommendations from Dak Lak province and localities across the country, proactively review and promptly have solutions to remove difficulties and obstacles, and study mechanisms and policies for teachers and staff working at the school, ensuring timeliness, efficiency, and avoiding waste.

The Ministry of Finance prepares sufficient funds according to regulations to complete the construction of schools according to the policy of the Politburo and the direction of the Government and the Prime Minister.

The Deputy Prime Minister assessed that the operation of local governments at 2 levels, especially at the grassroots level in Dak Lak province in general and Ea Bung commune in particular, has initially ensured basic requirements, and the operation of commune-level governments is generally stable, interconnected, unified and synchronized.

In the coming time, to overcome difficulties and obstacles, ensure the effective and efficient operation of the 2-level local government, especially at the grassroots level, Dak Lak province needs to focus on effectively implementing a number of tasks and solutions as follows:

Review the conclusions and resolutions of the Politburo, the Secretariat, resolutions, directives, telegrams of the Government, the Prime Minister and related legal documents in the process of operating the 2-level local government model to implement drastically, synchronously, and promptly, meeting the requirements of the actual situation set out in the locality.

At the same time, continue to evaluate the implementation of decentralization and delegation of power, propose decentralization and delegation of power or implementation of decentralization associated with resource allocation, decentralization of authority between provincial and commune levels, improve the capacity and qualifications of the contingent of cadres and civil servants, ensure the effective and smooth operation of local governments at 2 levels; promptly summarize and report to competent authorities on issues beyond authority.

The Deputy Prime Minister also requested to ensure that the entire Khanh Hoa - Buon Ma Thuot expressway project is put into operation in 2026.
