Article 10 of the 2025 Law on Civil Servants (effective from July 1, 2026) stipulates what civil servants are not allowed to do as follows:
1. Evading, deceiving, and shirking in the performance of assigned responsibilities and tasks; causing factionalism and disunity; voluntarily quitting or abandoning work; participating in strikes; posting, disseminating, and speaking out false information that affects the image and prestige of the country, locality, and unit where they work.
2. Taking advantage of professional activities to propagate against the Party's guidelines, policies, and laws of the State or causing harm to fine customs and traditions, cultural and spiritual life of the people and society.
3. Having acts of embezzlement, corruption, wastefulness, negativity, profiteering, harassment and other acts violating the law in the process of performing tasks.
4. Using public property, people's property illegally.
5. Having acts of discrimination against ethnicity, gender, age, disability, religion, belief, social composition in all forms in performing tasks.
6. Infringing upon the honor, dignity, and reputation of others while performing professional activities.
7. Things not allowed to be done according to the provisions of law on anti-corruption; law on thrift and anti-wastefulness; law on enterprises; law on protection of state secrets; things not allowed to be done otherwise according to the provisions of law, of competent authorities.
Thus, from July 1, 2026, public employees are not allowed to do the above-mentioned tasks.
