8 purposes of the national professional skills framework

Clause 1, Article 8 of Decree 138/2026/ND-CP detailing a number of articles of the Law on Employment on professional skills development (effective from April 7, 2026), stipulates the purpose of the national professional skill level framework as follows:

a) Classification and description of professional skill levels as a basis for building, updating and applying national professional skill standards; organizing the evaluation, recognition and issuance of national professional skill certificates;

b) Supporting training, fostering to improve professional skills, career development and lifelong learning of employees;

c) Standardize the professional skills level of the labor force by region and country; ensure unity and transparency in professional skill requirements between industries, occupations, regions and economic sectors; serve statistics, analysis, and evaluation of the structure and quality of human resources according to each level of professional skill level;

d) Serving as a basis for forecasting the needs and trends of professional skills development according to each level of qualification; analyzing and adjusting the human resource structure according to professional skill levels; serving the planning of employment policies, strategies and national human resource development plans;

e) Serving as a basis for rationally allocating resources for vocational skills development, optimizing training costs, fostering and assessing national vocational skills; improving the quality and efficiency of using resources of the State, businesses and society in vocational skills development;

e) Is a basis for reference, comparison and mutual recognition of professional skills between Vietnam and other countries; supporting labor migration, recognizing professional skills of Vietnamese workers abroad and foreign workers working in Vietnam;

g) Serving as a basis for streaming learners into training and fostering programs to improve vocational skills suitable to their abilities, strengths and needs of the labor market; supporting career guidance and career development planning for learners and workers;

h) Helping workers proactively build a roadmap to improve professional skills according to each level of education, meeting lifelong learning needs.

Thus, the purpose of the national vocational skill framework is as above.
