Cases without changing driver's licenses from July 2026

Point d, Clause 1, Article 21 of Circular 108/2026/TT-BCA of the Ministry of Public Security regulating testing and issuing driver's licenses; issuing and using international driver's licenses (effective from July 1, 2026) stipulates as follows:

e) No re-examination of driver's license for the following cases: the person requesting to renew the driver's license no longer has the issued driver's license and the driver's license information is not in the driver's license information system of the Traffic Police Department or there is no list of driver's license issuance (management book); the person violating road traffic order and safety has not completed the request of a competent state agency on resolving and handling administrative violations in the field of road traffic order and safety.

Thus, from July 1, 2026, the above cases will not change driver's licenses.
