The Lao Dong Newspaper Legal Consulting Office replied:

Clause 1, Article 65 of the 2024 Land Law stipulates the basis for establishing provincial-level land use planning, including:

a) National land use planning and planning;

b) National and inter-provincial planning; technical and specialized planning using national and inter-provincial land;

c) Provincial Planning;

d) Natural, economic and social conditions of provincial administrative units;

dd) Current status of land use, land fluctuations, land quality, land potential and results of implementing the previous land use planning of the province;

e) Demand and land use capacity of sectors, fields, localities; public investment resources and other resources;

g) Scientific and technological advances related to land use.

Thus, the basis for establishing provincial land use planning is prescribed as above.
