The Chairman of the Commune Fatherland Front Committee is dismissed from his position according to Decree 178

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 1, Article 5, Decree 33/2023/ND-CP stipulates: Commune-level civil servants specified in Clause 1, Article 2 of this Decree have the following titles:

1. Commune-level cadres specified in Clause 1, Article 2 of this Decree hold the following positions:

a) Party Committee Secretary and Deputy Secretary;

b) Chairman and Vice Chairman of the People's Council;

c) Chairman and Vice Chairman of the People's Committee;

d) Chairman of the Vietnam Fatherland Front Committee;

d) Secretary of the Ho Chi Minh Communist Youth Union;

e) President of the Vietnam Women's Union;

g) Chairman of the Vietnam Farmers' Union (applicable to communes, wards and towns with agricultural, forestry, fishery, fishery activities and with the Vietnam Farmers' Union);

h) Chairman of the Vietnam Veterans Association.

Point b, Clause 1, Article 2 of Decree 178/2024/ND-CP dated December 31, 2024 "On policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system" stipulates that commune-level cadres are one of the subjects of this decree.

Point 9, Clause 2, Article 1, Decree 67/2025/ND-CP stipulates the amendment and supplementation of Article 9 of Decree No. 178/2024/ND-CP as follows:

Article 9. The resignation policy for cadres, civil servants and people working at associations is stipulated in Point a, Point b, Point g, Clause 1 and Clause 3, Article 2 of this Decree: Cadres and civil servants who are at least 02 years old and have reached the retirement age specified in Appendix I, Appendix II issued with Decree No. 135/2020/ND-CP and are not eligible for the early retirement policy specified in Article 7, Article 7a, Article 7b of this Decree, if they retire, will enjoy the following benefits:.

Thus, the Chairman of the Vietnam Fatherland Front Committee of the commune is a commune-level cadre who is dismissed from work according to Decree 178/2024/ND-CP.
