Compensation for postgraduate training costs for public employees from July 2026

Clause 4, Article 48, Decree 259/2026/ND-CP stipulating the recruitment, use and management of public employees (effective from July 1, 2026) stipulates cases where dismissal has not been resolved as follows:

4. Compensation for postgraduate training costs

a) The civil servant management agency or public non-business unit with the authority to send civil servants for training is responsible for agreeing with civil servants on cases that must be compensated, the level of compensation, costs to be compensated, and measures to recover compensation costs before deciding to send civil servants for training;

b) Civil servants in cases where training costs must be compensated shall be implemented according to the agreement and other requirements of the civil servant management agency or public non-business unit (if any), except for cases with other regulations of competent authorities;

c) In case civil servants do not fulfill their obligation to compensate for training costs according to the agreement or the civil servant management agency, public non-business unit and civil servants do not agree on compensation for training costs, the relevant parties have the right to sue at the competent Court according to the provisions of law.

Thus, from July 1, 2026, the compensation for postgraduate training costs of public employees is regulated as above.
