Clause 4, Article 6 of Decree 301/2026/ND-CP stipulates the amendment and supplementation of a number of clauses of Article 8 of Decree No. 63/2024/ND-CP stipulating the implementation of electronic interconnection of 02 groups of administrative procedures: birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old; registration of death, deletion of permanent residence registration, settlement of funeral expenses, death benefits, stipulating as follows:
4. Supplement clause 3a before clause 3 as follows:
3a. Resolving applications for ID cards for children under 6 years old
The issuance of ID cards to children under 6 years old in the electronic interconnection process is only carried out when the legal representative requests an ID card for the child at the online application stage according to the provisions of Article 7 of this Decree.
After the Residence Management Information System of the Ministry of Public Security transfers the electronic copy of the Notice of results of permanent residence registration to the National Public Service Portal, then the National Public Service Portal separates and transfers the electronic dossiers (forms, declarations that the requesting person has declared) to the ID card production, issuance and management system of the Ministry of Public Security to carry out the issuance of ID cards according to the provisions of the ID Law No. 26/2023/QH15.
Immediately after the electronic dossier is transferred to the ID card production, issuance, and management system, police officers receive and perform ID card issuance nghiệp vụ; extract electronic birth registration data and health insurance cards that have been issued in the interconnected process to integrate information into the ID card and electronic identification account of children according to the provisions of the law on identity on the ID card production, issuance, and management system. For children under 6 years old, the ID card management agency does not receive identification information and biometric information as prescribed in Clause 2, Article 23 of the ID Law No. 26/2023/QH15. The time to resolve the issuance of ID cards is no more than 05 working days from the date of receiving the electronic dossier on the system.
Thus, the dossier for issuing ID cards for children under 6 years old is in accordance with the above regulations.
