Regarding this issue, Lawyer Nguyen Anh Thom - Hanoi Bar Association said that when coming to work in areas with particularly difficult socio-economic conditions for the first time, cadres, civil servants, public employees, armed forces (LLVT) and their families will receive a one-time subsidy of up to 51.48 million VND, calculated according to the current basic salary of 2.34 million VND.
According to Article 6 of Decree 76/2019/ND-CP, cadres, civil servants, public employees, and armed forces who are first-time assigned to agencies, organizations, and units in areas with particularly difficult socio-economic conditions will receive an initial allowance of 10 months of basic salary.

The train and baggage fares for family members are calculated based on the actual fare of public transport or the contract level based on the actual distance.
The allowance is equal to 12 months of basic salary for the whole household.
Thus, in total, the subject and the family can receive 22 months of basic salary when coming to work for the first time. With the current basic salary of 2.34 million VND/month (according to Decree 73/2024/ND-CP), the actual amount received is 51.48 million VND.
This allowance is paid immediately upon the assignment of cadres, civil servants, public employees, and armed forces and is only applied once during the working period in a particularly difficult area.
