Point d, Clause 1, Article 7 of Decree 93/2026/ND-CP detailing and guiding the implementation of a number of articles of the Law on Teachers (effective from March 31, 2026), stipulates the exemption from the foreign language exam for the following cases:
Having a diploma in foreign languages (English, Russian, French, German, Chinese or other foreign languages as required by the job position) with the same training level or at a higher training level than the professional and nghiệp vụ training level required by the job position applied for. For applicants for university lecturer positions, the minimum requirement is a bachelor's degree or higher in a suitable foreign language major;
Having a diploma with the same training level or at a higher training level than the professional and nghiệp vụ training level as required by the job position applied for, studying abroad or studying in a foreign language (English, Russian, French, German, Chinese or other foreign languages as required by the job position) in Vietnam, recognized by a competent authority or naturally recognized according to the provisions of law. For applicants for university lecturer positions, the diploma must be from a bachelor's degree or higher and meet the requirements of the job position;
Having a professional diploma, in which the foreign language output standard of the training program according to regulations is equivalent to or higher than the foreign language standard according to the requirements of the job position applied for;
Having a certificate of ethnic minority language to apply for a job position directly related to ethnic minorities or a job position working in ethnic minority areas; being an ethnic minority candidate for a job position directly related to ethnic minorities or a job position working in ethnic minority areas.
Thus, from March 31, 2026, the above subjects are exempt from foreign language exams when taking teacher recruitment exams.
