Public employee recruitment method from July 2026

Article 17 of the 2025 Law on Civil Servants (effective from July 1, 2026) stipulates the method of recruiting civil servants as follows:

1. The recruitment of public employees is carried out through the following method:

a) Exams;

b) Selection for each group of subjects according to the Government's regulations.

2. In addition to the recruitment method as prescribed in Clause 1 of this Article, the following subjects, if they immediately meet the requirements of the job position, are recruited as civil servants:

a) Experts, scientists, people with special talents and abilities, people with appropriate experience;

b) People who are signing contracts to work at public non-business units;

c) Other subjects according to the provisions of law on industry and field.

3. For people who are currently cadres, civil servants, public employees, salaried people in the People's Army, People's Police, and cipher organizations, if they meet the standards and conditions of the job position and are agreed in writing by competent agencies and units to transfer to become public employees at public non-business units, they are not required to implement the recruitment regulations in Clauses 1 and 2 of this Article.

4. The Government specifies this Article.

Thus, from July 1, 2026, the recruitment of public employees will be carried out according to the above method.
