Clause 1, Clause 4, Article 5 of the Regulations on extraordinary bonuses for subjects receiving salaries from the State budget under the management of the Ministry of National Defense, issued with Decision No. 1285/QD-BQP dated April 2, 2025 of the Minister of National Defense stipulates the criteria for considering bonuses, the authority to decide on bonus levels and extraordinary bonus rates as follows:
1. Criteria for considering bonuses
Bonus for individuals with outstanding work achievements, if they simultaneously meet the following criteria:
a) Comply with the Party's guidelines, State policies and laws, Army discipline and regulations, rules and regulations of the unit;
b) Completing tasks excellently, especially excellently in situations that are not predicted, taking place outside the plan or outside the regular tasks assigned by the individual; being evaluated, recognized and commended by the Head of the Regiment-level unit or equivalent or higher.
4. Sudden bonus rate
a) For units under the Ministry of National Defense, the total number of individuals receiving special bonuses in 1 year does not exceed the rate: 4% for Level 1; 3% for Level 2; 2% for Level 3 and 1% for Level 4 compared to the total number of employees receiving salaries from the state budget of the unit.
b) Heads of units under the Ministry of Defense are responsible for stipulating the unexpected bonus rate at all levels to the total number of unexpected bonuses at the levels of the unit under the Ministry of Defense not exceeding the unexpected bonus rate as prescribed at Point a of this Clause.
Thus, the criteria for considering bonuses and the rate of extraordinary bonuses for officers with outstanding service achievements are implemented according to the above regulations.
