New regulations on teaching hours for teachers

The Lao Dong Newspaper Legal Consulting Office replied:

Article 7 of Circular No. 05/2025/TT-BGDDT Regulating working regime for general education and university reserve teachers (effective from April 22, 2025) stipulates teaching hours for teachers as follows:

1. The teaching period quota is the total number of theoretical (or practical) truc tiep (or online teaching) periods that each teacher must teach in 01 school year.

2. The teaching period norm for 01 school year is determined as follows:

Coefficient of teaching hours in 01 school year = Coefficient of average teaching hours in 01 week x Number of teaching weeks

In which, the number of teaching weeks is the number of teaching weeks for educational content in the educational program (excluding the number of reserve weeks).

3. Establishing the average teaching period in 01 week

a) Primary school teachers are 23 periods, secondary school teachers are 19 periods, high school teachers are 17 periods;

b) Teachers at primary boarding schools for ethnic minorities are 21 periods, teachers at secondary boarding schools for ethnic minorities are 17 periods, teachers at secondary boarding schools for ethnic minorities are 17 periods, teachers at secondary boarding schools for ethnic minorities are 15 periods;

In addition to teaching according to the prescribed teaching periods, teachers of ethnic minority boarding schools and ethnic minority boarding schools also participate in performing other tasks of ethnic minority boarding schools and ethnic minority boarding schools, including student management, supervision, student development and organization of special educational activities of ethnic minority boarding schools and ethnic minority boarding schools as assigned by the principal to ensure the overall operation of the school;

c) Teachers at schools and classes for people with disabilities are 21 periods for primary school, 17 periods for secondary school, and 15 periods for high school;

d) Teachers atwestern colleges are 12 periods;

d) Teachers in charge of the Ho Chi Minh Young Pioneers' Team are 02 periods for primary schools with 28 or more classes in regions 2 and 3, 19 or more classes in regions 1; 08 periods for the remaining primary schools.

Based on the implementation zoning plan as prescribed in Circular No. 20/2023/TT-BGDDT dated October 30, 2023 of the Minister of Education and Training providing guidance on job positions and quotas for the number of employees in general education institutions and public specialized schools;

e) Teachers in charge of the Ho Chi Minh Young Pioneers' Team are 02 periods for secondary schools with 28 or more classes in regions 2 and 3, 19 or more classes in regions 1; 06 periods for the remaining secondary schools;

g) Teachers in charge of the Ho Chi Minh Young Pioneers' Team are 02 periods for high schools with many levels of education with a total of 28 primary and secondary school classes or more in regions 2 and 3, 19 classes or more in regions 1; 06 periods for high schools with many remaining levels of education.

Thus, from April 22, 2025, the teaching period quota for teachers is regulated as above.
