Regulations on appraisal of candidates for promotion of civil servant professional titles

The Lao Dong Newspaper Legal Consulting Office replied:

Article 24 of the Regulations on recruitment of civil servants and public employees, civil servant promotion exams issued together with Circular No. 001/2025/TT-BNV of the Minister of Home Affairs (effective from May 1, 2025) stipulates the organization of appraisal of candidates for promotion of civil servant professional titles as follows:

1. The members who appraise the assigned documents and 01 application will conduct a joint appraisal of that document.

2. Based on the composition of the application for consideration and criteria for evaluating the dossier, members evaluate the evaluation dossier of the application for consideration that meets the standards and conditions for the promotion of the professional title of the public employees and records the evaluation results and relevant information (if any) on the dossier evaluation voucher.

3. When appraising the dossier, if the members appraise the dossier, they do not agree on the evaluation results, then transfer the appraisal dossier and the evaluation results of the members to the Evaluation Board for consideration, decision or report to the Head of the General Appraisal Committee, report to the Chairman of the Council for consideration and decision.

4. The appraisal results of each application are compiled into the final summary table of appraisal results with the signatures of the members participating in the application appraisal and the Head of the Appraisal Board.

5. The Head of the appraisal Board hands over the appraisal results of each application, the summary table of appraisal results is packed in bags that are still sealed to the Council.

6. When handing over or receiving, a handover record must be made with the signature of the delivering party, the recipient party, the Council representative, and the Supervisory Board representative.

7. Based on the number of applications, nature of professional activities, standards, and conditions for considering promotion of civil servant professional titles, the Council can directly appraise the application according to the provisions of this Article without having to establish a Document Appraisal Board.

Thus, the appraisal of the application for promotion of civil servant professional titles is regulated as above.
