Regulations on controlling funding for the use of public housing

The Lao Dong Newspaper Legal Consulting Office replied:

Article 8 of Decree 186/2025/ND-CP (effective from July 1, 2025) stipulates the contract for the use of public housing as follows:

1. The allocation of funding for the use of public housing is applied to subjects with standards for the use of public housing that the State does not have public housing to arrange.

2. The funding contract level is determined based on the common housing rental price in the local market where the contract recipient comes to work in accordance with the type of housing and the housing area according to the standards and norms applied to the contract recipient.

Ministers, heads of central agencies, Chairmen of the Provincial People's Committees, and Chief of the Provincial People's Council Office shall decide or delegate the authority to decide on specific contract rates applicable to each contract subject under their management based on the results of price surveys, quotations or price appraisals, ensuring savings and efficiency within the budget estimates assigned by the agency.

3. The contract fee is paid to the contract recipient along with the payment of monthly salary.

Thus, the contract for the use of public housing is implemented according to the above regulations.
