The Lao Dong Newspaper Legal Consulting Office replied:
Article 16 of Decree 284/2025/ND-CP regulating the organization and operation of the National Defense Inspectorate (effective from November 6, 2025) stipulates the standards for the rank of Chief Inspector as follows:
1. As an officer of the Vietnam People's Army.
2. Graduated from university or higher in accordance with the expertise of the major or field of work.
3. Graduated from training for intermediate and Brigade cadres at military and defense academies in accordance with their expertise in the fields they are working in or graduating from university.
4. Have a certificate of training in the main inspectorate and other certificates according to the provisions of law on cadres and civil servants.
5. Having been appointed to the inspectorate rank for at least 04 years or having passed the regimental command (or equivalent) or an officer holding a rank equivalent to the main inspectorate position transferred to an inspection agency and having worked at an inspection agency for at least 01 year.
Thus, the Chief Inspector of National Defense must meet the standards as prescribed above.
