From the age of 15 and above, voluntary social insurance can be paid

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 4, Article 2 of the Law on Social Insurance 2024 (effective from July 1, 2025) stipulates that subjects participating in voluntary social insurance include:

a) Vietnamese citizens aged 15 and over who are not subject to compulsory social insurance and are not pensioners, social insurance beneficiaries, or monthly beneficiaries;

b) The subjects specified in Point a and Point b, Clause 1 of this Article are temporarily suspending the implementation of labor contracts and work contracts, except in cases where the two parties have agreed on compulsory social insurance payment during this time.

Points a, b, Clause 1, Article 2 of the Law on Social Insurance 2024 stipulates:

a) People working under indefinite-term labor contracts, fixed-term labor contracts with a term of 01 month or more, even if the employee and the employer agree under another name but have content showing that the employment has paid wages, wages and the management, operation and supervision of one party;

b) Cadres, civil servants, and public employees;

Thus, the above cases are covered by voluntary social insurance.
