According to a recent recording by Phan Law Office, the unit accompanying VTV in this matter, there are more than 700 Facebook and Youtube accounts that illegally exploited the 2018 World Cup copyright.
Thus, Facebook and Youtube must bear part of the responsibility for the copyright infringement that VTV is facing?
Sharing about this issue, Mr. Trinh Long Vu, Head of VTVcab Television Content Editorial Board of VTV, said that it is difficult to assign responsibility to Facebook or Youtube. In fact, these units still coordinate with VTV and the Ministry of Information and Communications in handling individuals and units that illegally exploit the 2018 World Cup. However, because their platform is too large, they cannot control it completely.
In addition, to require Facebook and Youtube to handle violating accounts, VTV must point out that specific case along with evidence of violation. The large number of accounts exploiting illegal television rights is also a challenge for authorities and related units in detecting and handling.
According to Mr. Trinh Long Vu, it is necessary to criminally handle cases of copyright infringement.
"This is completely possible. Maybe we cannot handle all violations but must point out a few cases to set an example, and to regain prestige for Vietnam. The intervention of authorities and strict handling will certainly bring about efficiency and limit the problem of copyright infringement," Mr. Long Vu emphasized.

Explaining the widespread illegal exploitation of World Cup copyright despite VTV creating the best conditions for the audience, Mr. Vu said that this comes from the "evil" awareness of a part of Vietnamese audiences.
It is not excluded that Facebook or Youtube accounts commit copyright infringement to attract viewers views. They will then sell that account to serve online sales, profiting from the World Cup TV rights. Thus, the copyright infringement is very clear, with sufficient grounds for criminal proceedings.
The participation of VTV, the Ministry of Information and Communications, and the Ministry of Public Security is very important. Since then, copyright infringement and its consequences have become no longer just a matter of speaking or threatening but an issue of being prosecuted.
Mr. Trinh Long Vu affirmed that it is time to handle it to the end, even prison, and apply strict legal sentences to limit the problem of television copyright violations.
"Not for the 2018 World Cup, but any TV show needs to comply with copyright protection. According to the principle, having purchased the copyright is to keep the copyright. If violations occur, the risk of signal cutting is very high.
However, in the face of the problem of smuggling, FIFA will rely on the efforts to protect the copyright of Vietnamese authorities to consider whether to cut off the 2018 World Cup broadcast or not.
