At noon on October 8, Deputy Prime Minister Nguyen Hoa Binh inspected the scene and directed the repair of broken dykes in Bac Ninh.

In Tien Luc commune, Bac Ninh province, at 2:00 a.m. on October 8, a section of the dike was broken about 15 m long.

Reporting to the Permanent Deputy Prime Minister, the Military Command of Bac Ninh province said that the broken dike section was about 15 m long, affecting 7 villages.

The work to overcome the consequences has been implemented very actively and urgently, ensuring people's lives, minimizing damage to state and people's property.

According to a quick report from the People's Committee of Bac Ninh province, from the night of October 6 to the evening of October 7, 2025 (over the 18-hour period), Bac Ninh province had heavy to very heavy rain, with common rainfall from 200-300 mm, some stations had heavier rainfall such as: Bo Ha 449 mm, Xuan Huong 403 mm, Phu Lang Thuong 395 mm, Bac Giang 365 mm, Lang Giang 329 mm, Da Ong 300 mm, Tan Yen 280 mm.

Currently, floods in the downstream of Cau River and Thuong River (Bac Ninh) are rising. The water level at 10:00 on October 8 on some rivers is as follows: On Cau River at Dap Cau Station (Bac Ninh) 6.62 m, above alert level 3 0.32 m; on Thuong River (Bac Ninh) at Cau Son Station 17.71 m, above alert level 3 1.71 m; at Phu Lang Thuong Station 7.37 m, above alert level 3 1.07 m, below historical flood level 1986 (7.52 m) 0.15 m.

In the next 12-24 hours, the flood on the Thuong River at Cau Son station will peak at above the historical flood level of 0.58 m on the evening and night of October 8; at Phu Lang Thuong station, it will rise above the historical flood level of 0.23 m.

Widespread deep flooding in Bac Ninh province, risk of riverbank and river dike landslides, risk of flash floods on rivers and streams and landslides on steep slopes.

The dykes in Bac Ninh province have 36 vulnerable locations, 2 works are under construction; 2 incidents have occurred.

Initial statistics show that floods have killed 3 people (2 people swept away by floods; 1 person was hit by lightning); 402 houses were damaged and damaged; 2,984 hectares of agricultural land were flooded.

Bac Ninh is focusing on supporting, visiting and encouraging the families of the deceased. Immediately deploy urgent measures to prevent and control floods according to the warning level, focusing on reviewing areas with deep flooding, areas at risk of landslides, flash floods to proactively relocate and evacuate residents (especially the elderly, children, and vulnerable groups) out of dangerous areas, ensuring the safety of people's lives is paramount.

Urgently organize dike protection, ensure the safety of dykes and dams, mobilize maximum forces, means and materials to promptly handle incidents from the first hour; By all means, approach deeply flooded and isolated areas to promptly provide food and provisions to households at risk of hunger, absolutely do not let people go hungry or thirsty...

Permanent Deputy Prime Minister Nguyen Hoa Binh commended and highly appreciated the Party committees of authorities at all levels, functional forces of Bac Ninh province, especially the military and police forces, for their efforts with the people to respond to and overcome the consequences of floods, thereby minimizing human and material damage caused by floods.

Faced with unpredictable and extreme weather, the Permanent Deputy Prime Minister suggested that authorities at all levels need to proactively respond to natural disasters, storms and floods in the coming time.

The immediate goal is to overcome the consequences of this historic flood, support affected people, and soon stabilize their lives, activities, and production.

It is known that Prime Minister Pham Minh Chinh has just signed Decision No. 2221/QD-TTg dated October 8, 2025, providing emergency funding of 140 billion VND for the provinces of Thai Nguyen, Cao Bang, Lang Son and Bac Ninh to overcome the consequences of floods; of which support: Thai Nguyen 50 billion VND, Cao Bang 30 billion VND, Lang Son 30 billion VND and Bac Ninh 30 billion VND.
