Son La voters proposed to soon complete the draft Law on Water Supply and Drainage to report to the Government to submit to the National Assembly for promulgation.
After studying, the Ministry of Construction responded as follows:
Resolution No. 129/2024/QH15 dated June 8, 2024 of the 15th National Assembly on the 2025 Law and Ordinance Development Program and Decision No. 568/QD-TTg dated June 26, 2024 of the Prime Minister on assigning the drafting agency, deadline for submitting draft laws under the 2025 Law and Ordinance Development Program, assigning the Ministry of Construction to preside over the development of the Water Supply and Drainage Law project.
The draft Law on Water Supply and Drainage is expected to be submitted to the National Assembly for approval at the 10th session in October 2025.
The Ministry of Construction has organized research and development of the Law on Supply and Drainage in accordance with the process of the Law on Promulgation of Legal Documents.
The draft Law on Water Supply and Drainage has been appraised by the Ministry of Justice in Document No. 22/BCTD-BTP dated January 14, 2025 and was completed by the Ministry of Construction and submitted to the Government in Document No. 07/TTr-BXD dated January 23, 2025.
After receiving the opinions of the Government Standing Committee and Government members, the Ministry of Construction revised the Draft Law on Water Supply and Drainage and submitted Document No. 05/TTr-BXD dated March 14, 2025 to the Government at the Law-making Session in March 2025.
According to Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo, the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system, including merging provincial and commune-level administrative units, not organizing district-level governments, implementing the 2-level local government model.
The National Assembly and the Government are focusing on amending and supplementing the current system of legal documents in accordance with the 2-level local government model.
Accordingly, the draft Law on Water Supply and Drainage under the new and first-study draft law is being directly affected by the implementation of the 2-level local government model.
According to the proposal of the Ministry of Construction, the Government and the National Assembly Standing Committee agreed not to include the draft Law on Water Supply and Drainage in the Program of the 9th session of the 15th National Assembly in Document No. 162/CP-QHDP dated March 31, 2025 of the Government and Document No. 1244/UBTVQH15-TH dated April 4, 2025 of the National Assembly Standing Committee.
In response to the opinions of voters in Son La province, after completing the 2-level local government model, the Ministry of Construction will continue to revise and complete the draft Law on Supply and Drainage to report to the Government for consideration and recommendation to the National Assembly Standing Committee to include it in the Law and Ordinance Development Program for the 2026-2031 National Assembly term.
