1 year review of the Transport industry

In 2024, despite many difficulties and challenges, the Transport sector has achieved remarkable results.

During the year, the Ministry of Transport started 08 projects, completed and put into operation 07 projects, bringing the total number of kilometers of expressways nationwide to more than 2,000km and striving to have 3,000km of expressways by the end of 2025.

Regarding public investment disbursement, by the end of December 2024, the Ministry will disburse about VND 60,200 billion, reaching 80% of the plan and striving to reach 95% of the plan by the end of the fiscal year. Passenger transport is estimated at 4.7 billion passengers, an increase of 11.2% compared to 2023. Regarding freight transport, in 2024, freight transport output is estimated at 2,450 million tons, an increase of 14.5% compared to the same period in 2023.

One of the notable highlights in 2024 is that many key transport projects have been approved and many projects are about to reach the finish line. Accordingly, in 2024, the National Assembly approved the investment policy for the high-speed railway project on the North-South axis. The Ministry of Transport will coordinate with localities to put the elevated section of the Nhon - Hanoi Railway Station line into operation in August 2024 and the Ben Thanh - Suoi Tien line in December 2024.

Regarding aviation, in 2024, the National Assembly approved the adjustment of the investment policy for the Long Thanh International Airport Project. The progress of the Long Thanh International Airport projects and the T3 Passenger Terminal project - Tan Son Nhat International Airport is basically guaranteed, especially DATP 2 and DATP 3 of Long Thanh International Airport, many items exceeded the plan.

In addition to the achieved results, the Ministry of Transport frankly acknowledged some shortcomings and limitations. Typically, some key projects have not yet been handed over 100% of the land; the progress of implementing DATP 4 Long Thanh International Airport is still slow. Some documents are submitted behind schedule or have to adjust the construction progress compared to the program. This causes difficulties in the process of implementing the program development process and the process of developing legal documents of the Ministry.

Transport management is still inadequate, information technology has not been thoroughly and effectively applied in the management of transport activities of enterprises, vehicles and drivers; the situation of illegal buses, illegal bus stations and "disguised" contract buses is still complicated in many localities.

To overcome limitations and continue to effectively carry out the tasks set out in 2025, the Ministry of Transport recommends that the Government, the Prime Minister, and leaders direct ministries, branches, and localities to support the Ministry of Transport in removing difficulties and obstacles, especially in the investment and development of transport infrastructure to complete the goal of putting 3,000km of expressways into operation and basically completing the Long Thanh International Airport Project. It is recommended that provinces and cities remove difficulties and obstacles in site clearance, relocation of technical infrastructure, and solving the supply of materials for a number of remaining projects to speed up construction progress.
