On October 24, the An Giang Provincial People's Council held the 4th session (special session) to approve important draft resolutions. In particular, the draft resolution "Regulating one-time allowances for people working outside the payroll quota at Associations assigned by the Party and State at the provincial or district levels before July 1, 2025 in An Giang province" was voted.
This Resolution stipulates the one-time subsidy level for those working outside the payroll quota at Associations assigned by the Party and State at the provincial or district level (hereinafter referred to as Associations) before July 1, 2025, immediately quitting their jobs due to implementing the 2-level local government organization model.
The subjects of application are those who work outside the staffing quota at Associations before July 1, 2025, and immediately quit their jobs due to the implementation of the 2-level local government organization model. Including: Chairman and Vice Chairman of the working age; Chairman and Vice Chairman of the working age are retired people and people of working age working under labor contracts.
Not applicable to people of working age who have a decision from a competent authority assigning or transferring them to work at Associations and those recruited within the staffing quota assigned by competent authorities to Associations.
The allowance level is prescribed for Chairmen and Vice Chairmen of working age and people of working age working under labor contracts to receive a one-time allowance. Including: a subsidy of 3 months of current salary to find a job; a subsidy of 1.5 months of current salary for each year of work at Associations assigned by the Party and the State.
The total allowance prescribed in Clause 1 of this Article shall not exceed 24 months of current salary. If the current salary is more than 24 months, the employee will only be entitled to 24 months of current salary.
For full-time Chairmen and Vice Chairmen who have retired, they are entitled to a one-time allowance, as follows: a subsidy of 1.5 months of current salary for each year of work at the Associations. The total maximum allowance is not more than 24 months of current salary. If the current salary is more than 24 months, the salary will only be 24 months.
The budget for resolving policies and regimes as prescribed in this Resolution is guaranteed by the provincial budget according to the current budget decentralization. This Resolution takes effect from October 24, 2025 to November 1, 2025.
According to the Provincial People's Committee, in recent times, the province has effectively implemented the Party's guidelines, policies and laws of the State on building a 2-level local government model. At the same time, continue to innovate and streamline the apparatus of the political system, operate effectively and efficiently, associated with restructuring and improving the quality of the team of cadres, civil servants and public employees with sufficient qualities, capacity, and equal standards, meeting the requirements of tasks in the new period.
The province has resolved policies and regimes for cadres, civil servants, public employees, and workers in implementing the reorganization of the apparatus of the political system according to Decree No. 178 and Decree No. 67, creating high consensus.
However, through the implementation of policies, there is no policy to provide severance pay for subjects who work outside the staffing quota at Associations assigned by the Party and State at the provincial or district levels before the time of immediate retirement on July 1, 2025 due to organizational arrangement, implementing the 2-level local government organization model.
The purpose of issuing the Resolution is to ensure the regime and rights of people working outside the staffing quota at Associations assigned by the Party and the State affected by the organizational arrangement. Serve as a basis for People's Committees at all levels, relevant agencies and organizations to prepare estimates, manage, use and settle implementation costs in accordance with the actual situation in the locality and ensure compliance with current regulations.
