The People's Committee of Bac Ninh province has just announced the opinion of Vice Chairman of the Provincial People's Committee Phan The Tuan at the inspection of the situation of traffic safety and order (TTATGT) in industrial parks (IPs).
Official dispatch sent to the Provincial Police; Provincial Industrial Park Management Board; Department of Construction; Bac Ninh Provincial Traffic and Agricultural Project Management Board No. 1 and the People's Committee of Nenh Ward.
Accordingly, on July 23, 2025, Vice Chairman of the Provincial People's Committee Phan The Tuan inspected the traffic safety situation in Van Trung and Quang Chau Industrial Parks during the morning and afternoon peak hours.
Mr. Phan The Tuan highly appreciated the active participation of agencies and units assigned by the Chairman of the Provincial People's Committee in the Official Dispatch dated July 11, 2025; the traffic situation in Van Trung and Quang Chau Industrial Parks has had positive and clear changes.
However, there are still shortcomings and inadequacies that need to be thoroughly handled. Vice Chairman of the Provincial People's Committee Phan The Tuan requested:
For the People's Committee of Nenh Ward:
Currently, the situation of vehicles (including cars and motorbikes) not complying with road signs, while the situation of going in the wrong direction, turning left, stopping and parking... is not in accordance with regulations.
Therefore, in the first phase, the People's Committee of Nenh Ward needs to increase the number of security and order forces to direct and regulate traffic at the people's underpass and places where traffic congestion often occurs (such as at the gate of Van Trung Industrial Park - the location of Tang Tien People's Overpass; the area at the exit of Quang Chau Industrial Park - the location of Ninh Khanh People's Overpass), gradually forming a habit for traffic participants.
Immediately and seriously implement the clearance of traffic corridors; thoroughly handle acts of encroachment on corridors, sidewalks, roads, and street vending; especially in the Hieu Nui area.
Urgently organize surveys and arrange funding to install a traffic surveillance camera system to strictly handle violations.
2. Department of Construction
Coordinate with relevant units to organize reviews and assessments of traffic organization in the industrial park to ensure suitability and efficiency; promptly adjust and replace signs that are no longer suitable, ineffective, or damaged... Note, some signs are obscured, placed in difficult-to-see locations, or at locations where drivers can recognize signs and have no other way to go.
Proactively work with relevant agencies of the Ministry of Construction to grasp information, situation, and plan to expand the Hanoi - Bac Giang expressway. The completion date is before August 10, 2025, and report to the Chairman of the Provincial People's Committee.
Organize research and propose a plan to renovate the exit of the Hanoi - Bac Giang expressway at Quang Chau Industrial Park to ensure safety. The completion date is before August 5, 2025, and report to the Chairman of the Provincial People's Committee.
3. Provincial Industrial Park Management Board
Continue to work with enterprises in the industrial park to propagate and study the route plan and pick-up and drop-off locations of workers' pick-up and drop-off vehicles (especially in Van Trung Industrial Park, regulate vehicles to pick up and drop off workers to Vo Van Kiet Street to reduce the load on the expressway service road); continue to work with enterprises to propagate and guide workers and drivers to pick up and drop off workers in compliance with traffic signs and directions.
4. Provincial Police
Direct the traffic police force to patrol and take strict measures to deter violations.
After the merger, Bac Ninh has about 30 industrial parks with a total area of up to thousands of hectares. Bac Ninh's economic scale (GRDP) ranks 5th in the country.
Industrial parks in Bac Ninh strongly attract investment capital, especially FDI capital.
According to the People's Committee of Bac Ninh province, in the first 6 months of 2025, the whole province of Bac Ninh has attracted more than 12 billion USD in converted investment capital. In terms of FDI attraction alone, Bac Ninh province ranks second nationwide, after Hanoi city.
