At about 10:30 a.m. on October 31, upon receiving the news that Mr. Dinh Van Trang, residing in Team 2, Nuoc Kia village, Son Tay Ha commune, had a cerebral hemorrhage, the commune's militia quickly coordinated with local people to organize support, taking Mr. Trang through many dangerous roads to the hospital for emergency care.
Due to the impact of prolonged floods, many roads in the commune were eroded, traffic was cut off, especially the road to the commune center was severely broken, making it impossible for motor vehicles to move. In that situation, the militia and people divided into many groups, mobilizing temporary stretchers, ropes and rudimentary means to transport patients through the cut roads.
Transportation work encountered many difficulties due to slippery roads, many sections had to cross deep streams, climbing steep slopes, and forest banks, while ensuring absolute safety for patients.
