On the evening of July 22, storm No. 3 weakened into a tropical depression on land in the Ninh Binh - Thanh Hoa area. On the night of July 22, the tropical depression weakened into a low pressure area over the Vietnam - Laos border area.
It is forecasted that on July 23, the North will have scattered showers and thunderstorms, locally heavy rain with rainfall from 15-30mm, locally over 80mm; on July 24-25, the North, Thanh Hoa and Nghe An regions are likely to experience a widespread heavy rain with common rainfall of 60-120mm, locally over 200mm. Warning of the risk of heavy rain (>90mm/3 hours).
Flood situation
The flood in the upper reaches of Ca River, Nghe An province at Muong Xen station has reached its peak, surpassing historical floods and is receding, the central and downstream stations are rising; the water level at 07:00 on July 23, 2025 is as follows:
- At Muong Xen station is 144.40m, above level 3 is 2.40m; peaked at 2:00 a.m. on July 23 at 145.89m, above level 3 is 3.89m, 0.40m higher than the historic flood in 1996 (145.49m);
- At Thach Giam station is 76.08m, above BD3 is 7.08m, 4.26m higher than the historical flood (71.83m) and is rising.
- At Con Cuong station is 33.20m, above BD3, it is 2.70m, 0.66m higher than the historical flood (32.54m) and is rising.
Forecast: Ca River flood continues to rise; Ca River downstream flood peak is at level 3; there is a station above level 3.
Dyke situation
Storm No. 3, floods after the storm caused 06 dike incidents, specifically as follows:
- Cracks along the dike surface from K25+630-K25+680 of the right dike of Cau (level III), Da Phuc commune, Hanoi, length of 20m; the locality has set up checkpoints to limit people and prohibit vehicles from passing.
- The incident of cracking along the dike surface from K33+200-K33+800 on the right bank of Hong (level I), Phuc Loc commune, Hanoi, 600m long, occurred in 2024, currently tending to develop and expand further; the locality has barricaded off vehicles from moving through the dike.
- Landslide 02 sections of the Dak Thuong River embankment from K5+858-K5+905 and K5+958-K5+976 (level IV), Hoang Chau commune, Thanh Hoa, total length 65m; the locality has organized handling.
- The incident of khucking the Vuc Bo culvert on the right dike of the Nhom River (level IV), Tan Ninh commune, Thanh Hoa; the culvert was khucked, causing 02 holes to fall on the top of the culvert and falling deep down to bring the culvert; the locality had closed the door to khucking with a sack of soil and reverse sealing at the location of the collapse of the retaining wall downstream of the culvert.
- Landslide on the Tam Diep canal dike (level IV), Quang Trung ward, Thanh Hoa province, 150m long; the locality has handled the first hour, packed bamboo stakes and built footrest bags.
- 5m long landslide of Nam Quan Lieu dike at K1+850 (level V), Nghia Son commune, Ninh Binh; the locality has handled the first hour of covering and reinforcing with soil sacks.
Damage situation
According to reports from localities, initial damage caused by storm No. 3 and floods is as follows:
- Regarding people: 01 person missing due to flood, 01 person injured (Nghe An).
- Regarding housing: 420 houses are damaged, roofs are blown off (Phu Tho 08 houses, Thanh Hoa 251 houses, Nghe An 161 houses).
- Regarding agriculture: 119,408 hectares of rice were flooded (Hung Yen 26,000 hectares; Ninh Binh 74,017 hectares, Thanh Hoa 19,391 hectares; other provinces are making statistics). Currently, the provinces are operating water pumps and flood prevention.
- Regarding livestock farming: 09 cattle, 3,276 poultry died and were swept away.
