Ineffective operations
In 2013, Chan May General Hospital (Phu Loc District, Hue City) with an investment of more than 100 billion VND was put into operation. Funging as a provincial-level Grade III hospital, the facility is expected to be a modern hospital, serving the medical examination and treatment needs of people in the southern area of Hue City.
At the time of its operation, the hospital had 70 beds and 70 staff, but it was designed with a vision of up to 200 beds, with full equipment for a regional hospital. Initial medical examination and treatment work was quite favorable, and patients were increasingly tolerated for treatment.
However, after a period of operation, the hospital became deserted, many areas were left empty, and operations were ineffective. Over time, the hospital's items began to deteriorate, the inside premises was flooded with weeds.
According to Lao Dong Newspaper reporters, the buildings behind the hospital are not exploited and used, the walls are peeling and peeling, many places are covered with moss.
Entering inside, layers of dust covered many locations, broken glass pieces, scattered inside the empty rooms. Many items such as sinks, water hoses, and floors are damaged and shabby.
It is known that during its operation, the Hospital encountered difficulties such as shortage of human resources, so the number of people coming to see a doctor for treatment was also sparse.

"Hospital degradation"
In 2021, the People's Committee of Thua Thien - Hue province (now the People's Committee of Hue city) issued Decision No. 751 approving the merger of Chan May General Hospital into Phu Loc District Medical Center, becoming a facility 2.
The Hue City Department of Health has also repeatedly surveyed and evaluated facilities and equipment to make this medical facility operate more effectively. The Department of Health also directed the Phu Loc District Medical Center to gradually transfer professional activities from facility 1 to the old Chan May General Hospital.
The People's Committee of Hue City and the health sector have a policy of assigning the University of Medicine and Pharmacy - Hue University and Hue University of Medicine and Pharmacy Hospital to research and build Phu Loc District Medical Center ( Facility 2) to become a hospital under the University of Medicine and Pharmacy - Hue University.
According to Mr. Nguyen Thanh Binh - Vice Chairman of Hue City People's Committee, Chan May General Hospital (ie Facility 2 of Phu Loc District Health Center) operates more and more down, not meeting the needs of people and the orientation of regional development. Also according to Vice Chairman of Hue City People's Committee, the unit proposed the University of Medicine and Pharmacy - Hue University to review the conditions and standards to improve the effectiveness of this hospital.
At the end of February 2025, the Department of Health of Hue City issued a dispatch on the development of the project to upgrade and improve the material facilities of Phu Loc district medical center at Chan May. Phu Loc District Medical Center has invited the consulting unit to conduct a survey and assess the current status of the facilities of the Chan May. After that, the Department of Health will work with Phu Loc District Health Center on the project of upgrading and improving the material facilities of Phu Loc district medical center Chan May for the legal basis to submit to the competent authority to apply for an investment policy of upgrading as prescribed.
