Previously, in order to prepare for the official implementation of the 2-level local government model from July 1, Binh Dinh organized a trial operation of this model in all 58/58 new communes and wards in the province on June 20. The trial operation has been smooth and successful, serving as a basis for Binh Dinh to develop a script to coordinate with Gia Lai to operate a similar model.
The pilot operation scenario in Gia Lai province will focus on the following contents: processing, sending/receiving electronic documents in a communication manner and handling administrative procedure records according to the 2-level government model.

The trial operation content focuses on handling the entire online public service dossier at the new commune level for an unconnected administrative procedure with a fee collection, which is "Issuing copies of civil status records". This is associated with the implementation of the National Public Service Portal model as a national "one-stop digital gate" point.
The current public service portal interface of Binh Dinh province and Gia Lai province will be closed, switching to receiving documents online through the National Public Service Portal after completing the configuration, integrating and connecting with the new administrative procedure information system of Gia Lai province.

The scenario also piloted the implementation of the "advisory boundaryless" model in receiving land use right certificates, including: "Platts or plots" and "Registry of changes in land use rights".
Accordingly, the land division dossier in Binh Dinh province will be received at the Commune-level Public Administration Service Center in Gia Lai province, then transferred to the commune-level units and the competent authorities of Binh Dinh province for settlement and return of results to the place of initial receipt of the dossier.
The entire process of processing, issuing, sending/receiving documents between units and localities of the two provinces will be carried out through the Electronic Office System to serve the settlement of the above-mentioned administrative procedures.
It is expected that 77 new communes and wards of Gia Lai province will simultaneously receive and process online the procedure of "issuing copies of civil status certificates". The receipt of documents will take place simultaneously from 2:00 p.m. on June 25 and end processing at 3:00 p.m. on the same day.
Due to the urgent preparation time while the workload is large, the People's Committee of Binh Dinh province requested the People's Committee of Gia Lai province to direct relevant departments, branches, units and localities to urgently review and fully implement the contents according to the scenario; at the same time, closely coordinate with the agencies of Binh Dinh province to operate the trial operation smoothly and effectively. Thereby, evaluating, drawing experience, preparing for the official operation of the new Gia Lai province from July 1.
