The Government Office has just issued Official Letter No. 6245/VPCP-CN to the Minister of Construction and Chairmen of the People's Committees of Cao Bang and Thai Nguyen provinces, conveying the opinion of Deputy Prime Minister Tran Hong Ha on determining the management agency and presiding over the implementation of the Bac Kan - Cao Bang Expressway Project.
According to the provisions of Decree No. 144/2025/ND-CP and the previous direction of the Deputy Prime Minister in Document 611/TTg-CN, the Minister of Construction has the authority to assign investment tasks to key expressways, including the Bac Kan - Cao Bang route. The Deputy Prime Minister requested the Ministry of Construction to agree with the People's Committees of Cao Bang and Thai Nguyen provinces to decide on the governing body in accordance with legal regulations.
Previously, both the People's Committee of Cao Bang province and the People's Committee of Bac Kan province (old) submitted a proposal to be assigned as the project's management agency, to facilitate the implementation of the next steps.
The Bac Kan - Cao Bang Expressway Project has a total length of about 87.3 km, starting point connecting to Cho Moi - Bac Kan Expressway in Bac Kan City (now Thai Nguyen), ending point connecting to the Cao Bang City Ring Road (now Thuc Phan Ward). The route passes through Thai Nguyen about 58.75 km, Cao Bang about 28.55 km; in addition, there are additional connecting sections such as the 1.29 km section connecting Vo Nguyen Giap Street and the 3.57 km section connecting National Highway 3.
The route is designed according to the standards of a level 80 highway (TCVN 5729:2012), designed speed of 80 km/h, cross-section of 4 lanes, roadbed width of 22 m. The connecting sections are designed according to the standards of a level III road, road surface width of 11 m.
There are many large projects along the entire route: on the Thai Nguyen side, there are 2 tunnels 1.12 km long, 44 river and terrain overpasses (12.7 km), 9 cross-road overpasses and 7 intersections of different levels; on the Cao Bang side, there are about 47 main bridges (10.6 km), 6 bridges at the intersection, 1 overpass and 1 tunnel (700 m) at the border of the two provinces, along with 2 intersections.
The total preliminary investment is nearly VND 29,900 billion, of which the section through Cao Bang is about VND 11,357 billion, the section through Thai Nguyen (old Bac Kan) is more than VND 18,535 billion.
