According to the forecast of the National Center for Hydro-Meteorological Forecasting, from June 28 to July 2, the North is likely to experience widespread heavy rain with a total rainfall of 100-300mm, in mountainous areas exceeding 500mm.
On Thao, Lo, Cau, Thuong, Luc Nam rivers and many small rivers and streams, floods will appear with an amplitude of 2-5m, the flood peak is at alert level 1 to alert level 2, some places may exceed alert level 2.
To proactively respond to and limit damage, the Ministry of Construction requires agencies, units and affiliated enterprises to strictly implement the tasks assigned in Decision No. 644/QD-BXD promulgating the 2025 Natural Disaster Prevention and Control Plan and Document No. 5645/BXD-VT&ATGT on implementing Directive No. 19 of the Prime Minister on natural disaster prevention and control and overcoming consequences before the storm season.

The Vietnam Road Administration directs road management areas to focus on inspecting and reviewing points at risk of flooding, landslides, and flash floods to proactively handle and remote traffic flow, arrange forces to be on duty, install buoys, fences, and signs at dangerous locations, and resolutely not allow vehicles to pass when safety is not guaranteed.
In case of landslides or major landslides, the management area leaders must directly coordinate with the local Steering Committee for Natural Disaster Prevention and Search and Rescue to direct the handling and mobilize maximum machinery and human resources to fix the incident as soon as possible.
For railways, the Vietnam Railway Authority and Corporation are assigned to increase patrols and guarding at weak and easily flooded bridges and roads, steep pass areas that often have rocks falling, landslides, locations downstream of dykes and reservoirs. At the same time, prepare plans to stop trains, extend trains, increase cages, and transfer passengers when flooding and landslides occur, causing railway congestion.
The Department of Maritime Affairs and the Department of Inland Waterways are required to coordinate with localities to guide safe anchorage, proactively recall buoys and signals before floods come, and prevent vehicles from hitting constructions across the river. After the flood recedes, it is necessary to quickly re-deploy the buoy system to ensure waterway traffic.
The Department of Economics - Construction Investment Management directs Project Management Boards, investors, and construction contractors to urgently implement measures to ensure the safety of works under construction, prevent landslides, prepare necessary conditions to overcome incidents, and maintain traffic on routes under construction and exploitation.
The Department of Construction of the Northern provinces and cities closely coordinates with the transport sector and related units to proactively fix incidents, organize traffic flow, operate passenger and cargo transportation, and increase bows when required.
The Ministry of Construction requires all agencies and units to organize 24/7 duty, promptly report to the Steering Committee for Natural Disaster Prevention and Search and Rescue of the Ministry of Construction for synthesis and direction of handling the situation.
