Ministry of Construction informs about traffic connecting high-speed railways, Thuong Tin commune area

The Ministry of Construction responded to Hanoi voters about traffic connecting the high-speed railway project, including the Thuong Tin commune area.

Hanoi voters requested the Government to direct relevant ministries and branches to promptly implement and speed up the construction progress of the North-South High-Speed Railway project.

At the same time, voters proposed to support Hanoi City in promptly implementing the planning for the construction, synchronous connection of transport infrastructure, urban areas, and technical economic infrastructure of the North-South high-speed railway project with the planning of Ring Road 4, Phap Van - Cau Gie Expressway and National Highway 1A in the South of Hanoi, including the area in Thuong Tin commune.

After studying, the Ministry of Construction would like to answer as follows:

Regarding project implementation progress: The North-South high-speed railway project was approved by the National Assembly in Resolution No. 172/2024/QH15 dated November 30, 2024, the Government issued Resolution No. 106/NQ-CP dated April 23, 2025 to implement Resolution No. 172/2024/QH15 of the National Assembly.

After Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development and Resolution No. 198/2025/QH15 dated May 17, 2025 of the National Assembly issued a number of special policies and mechanisms for private economic development.

The Government has submitted and received approval from the Politburo and the National Assembly to supplement the form of investment under the Law on Investment under the public-private partnership (PPP) method and business investment under the Private Law for the Project in addition to the form of public investment; assigning the Government to organize the selection of investment forms and investors according to regulations.

Currently, relevant ministries and branches are reviewing and evaluating investors' proposals to submit to the Government for selection of appropriate investment forms.

In the past time, to speed up the project's progress, the Ministry of Construction has directed the Railway Project Management Board (investor) to work with localities and Vietnam Electricity Group to speed up site clearance.

Recently, 12/15 localities have registered to start construction of resettlement areas on the occasion of August 19. Vietnam Power Corporation has directed 15/15 local power companies; 4/4 regional power transmission companies have conducted a review, counting, and statistics of intersections with the project, and made preliminary plans to relocate affected power projects. In parallel with the working process with localities, the Railway Project Management Board is simultaneously conducting consulting selection work for packages such as Project Management Consulting; Bomb and mine clearance; EIA...

In addition, the Prime Minister - Head of the Steering Committee for key projects and important national projects in the railway sector regularly meets with the Steering Committee to direct, urge progress, and resolve problems for key and important national railway projects.

Regarding supporting Hanoi City to promptly implement the planning for the synchronous implementation of transport infrastructure, urban areas, and technical economic infrastructure of the North-South high-speed railway project with the planning of Ring Road 4, Phap Van - Cau Gie expressway and National Highway 1A in the South of Hanoi (including the area in Thuong Tin commune), the Ministry of Construction said:

In the project's Pre-Feasibility Study Report approved by the National Assembly in Resolution No. 172/2024/QH15, the connection option at Ngoc Hoi complex was considered.

High -speed railway can connect to the northern railway network through the East and West Ring Railway System (Planning); Connect with the center via urban railway No. 1; Connecting with Noi Bai International Airport through urban railway No. 6 ...; International joint connection with China through Lao Cai - Hanoi - Hai Phong and Hanoi - Lang Son routes.

The Ministry of Construction is directing the Railway Project Management Board as the Project Investor to carry out procedures to select consultants to prepare a Feasibility Study Report, contents related to the synchronous connection of transport infrastructure, urban areas, technical economic infrastructure of the project's complex areas as well as other related planning of Hanoi city will be accepted by the investor and directed to continue specific research in the Project Feasibility Study Report to ensure consistency, consistency and efficiency for the project.
